BACKGROUND:
In 2012, the Town issued $14,835,000 in Combination Tax and Revenue Certificates of Obligation (CO's) for the purposes of acquiring and installing radio and telecommunications equipment for the Town's public safety operations and for water, wastewater, street, and drainage infrastructure improvements within Vitruvian Park. The radio and telecommunications bonds were issued with a fifteen year debt-life while the Vitruvian infrastructure bonds were issued with a twenty-five year debt life. The CO's carry a final maturity date of February 15, 2037 with annual payments scheduled to decrease beginning in 2028 through 2037. The bonds may be called and refunded on February 15, 2022 on a tax-exempt basis. Refunding the CO's is estimated to create total interest savings of $971,500 with net present value savings of $836,359 (8.83% of the amount refunded). Interest savings of approximately $62,000 to $68,000 per year are estimated for the remaining life of the bonds.

BACKGROUND:

In June 2021, Parks Staff made a presentation to Council to discuss updating the Park and Recreation Ordinance to create a Park Use Permit. In that presentation it was recommended that the proposed permit would address the following criteria:

Who can Apply for a Park Use Permit?	Addison Residents and Businesses
What is the cost of the permit?	Residents - $150 Refundable Deposit Businesses -$150 Refundable Deposit + $75 first 3 hours and $25/ Hour thereafter
What are the hours of use?	8:00 AM - 8:00 PM
What locations are appropriate for park use by groups?	Urban Parks - Addison residents and businesses Neighborhood Parks - Addison residents for neighborhood gatherings only
What size group requires a permit?	20-100 would require a Park Use Permit >100 would require a Special Event Permit
What are the rules?	Individual making the reservation is responsible for any damage. Individual making the reservation is responsible for clean up. Approval is required for the set up of portable items, music, alcohol, games, and food trucks.
What is the recourse if the rules are broken?	Park Use Permit Applicant will lose their deposit plus charges will incur for replacement or repair of any damage to the park or park facilities. If a Park Use Permit was not secured for a group gathering, a citation will be issued and a fine up to $500 may be issued by the Municipal Court.

Staff has drafted proposed ordinance updates to reflect Council direction from the June 2021 discussion, to address additional items identified during the ordinance review, and to align the ordinance with changes that will be proposed to the Special Events ordinance. The details of the proposed changes to the ordinance are included in the attached presentation that will be given by staff. A draft of the proposed updates is also attached to this agenda item.

Consider Action on a Resolution Approving a License Agreement Between the Town of Addison and Oncor Electric Delivery Company LLC. (Oncor) Providing for the Town's Access and Use of Certain Property Owned by Oncor for the Extension of the Redding Trail to Midway Road and Authorizing the City Manager to Execute the Agreement.
BACKGROUND:
In July 2020, Council Authorized an amendment to a License Agreement between the Town and Oncor for the Redding Trail. This amendment was triggered by an Oncor project to replace transmission towers located in the Redding Trail corridor. In that amendment, Oncor and the Town agreed to bring the Redding Trail more in compliance with Oncor's current Hike and Bike Guidelines. Council also requested that Oncor consider issuing a License Agreement that would allow the Town to extend the Redding Trail to Midway Road. This agenda item brings forward a new License Agreement that would allow the trail extension.

Consider Action on an Ordinance Amending Chapter 82, Article II (Water) by Providing for Updated Cross Connection Control Regulations, Enforcement Provisions, and Penalties.
BACKGROUND:
The State of Texas mandates that all public water suppliers comply with applicable sections of the Texas Administrative Code and Texas Commission on Environmental Quality (TCEQ) requirements. In January of 2021, the Town contracted with Hardin & Associates Consulting to provide a cross-connection control and backflow prevention Ordinance review and recommend changes to the current Ordinance to ensure continued TCEQ compliance. Hardin & Associates has assisted many cities across the State of Texas with the review and the development of Federal and State legislative compliance programs. Changes to the Town's Ordinance are being proposed to ensure the Town follows TCEQ regulations and that the Town's cross-connection control program practices are compliant. Since the proposed ordinance changes are codifying existing Town practices, it will have minimal impact on Town operations, residential, and commercial customers but allow for better enforcement of the regulations by Town staff. A summary of major changes proposed to the Ordinance are listed below: Amend the table of contents to reflect the revised and added sections. Clean up language in the Ordinance to better reflect TCEQ language. Realign Sec. 82.94 and Sec. 82.95 to improve document flow. Moved 82-96 Penalty for Violation to section 82-98 Penalty; Civil Remedies. Amend the definitions section to utilize TCEQ's definitions for atmospheric vacuum breaker, backflow assembly tester, and customer service inspection. Add new definitions for backflow prevention assembly test gauge, internal cross-connection, and Texas State Board of Plumbing Examiners. Clarify definition for Nonresidential. Clarify description of individuals that can perform maintenance of fire lines following TCEQ regulations. Add TCEQ updates to the ‘Compliance for landscape irrigation’ section to reflect the recently revised TCEQ rule changes. Revise and add new requirements for backflow prevention assembly testers and customer service inspectors report submittal to the Town of Addison for continued TCEQ record retention requirements. Clarification of Fee section relations to retest fee, submittal fee and increase in fire hydrant rental deposit fee. Clarify that an atmospheric vacuum breaker cannot be used on irrigation systems per TCEQ rule updates. Move ‘Emergency suspension of utility service’ to Enforcement. Update enforcement section, creating new Sec. 82-97; making it a violation for a person to refuse a Customer Service Inspection; added registration revocation and appeal process for third party backflow prevention assembly testers and customer service inspectors.

Consider Action on a Resolution Approving an Agreement Between the Town of Addison and Stripe-A-Zone Inc. for the Fiscal Year 2021-2022 Annual Pavement Marking Project and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $90,000.
BACKGROUND:
Each year the Streets Division of the Public Works and Engineering Services Department develops a pavement markings program. These areas are identified by visual inspection and by utilizing the average life cycle of thermoplastic pavement markings. May 9, 2014, the Town of Addison executed a Master Interlocal Cooperative Purchasing Agreement Between the City of Grand Prairie and the Town of Addison in accordance with Chapter 791 of the Texas Government Code to allow each city to utilize the other’s purchasing process to acquire goods and services in compliance with Chapter 271 of the Texas Local Government Code. Staff proposes to use the contract that Stripe-A-Zone, Inc. has with Grand Prairie to provide this pavement striping services. Stripe-A-Zone has completed pavement markings projects in numerous cities in the Metroplex, and they come highly recommended. The Town has also used them repeatedly and has been pleased with their work. The amount of the Fiscal Year 2022 pavement markings program is $90,000. Funds for this project are available in the Fiscal Year 2022 street maintenance budget.

Consider Action on a Resolution Approving a Contract Agreement Between the Town of Addison and Dake Construction for the Chloramine Booster Station Improvements Project at the Surveyor Pump Station and Authorizing the City Manager to Execute a Contract in an Amount Not to Exceed $1,078,000.

BACKGROUND:

The purpose of this item is to award a construction contract to Dake Construction for the Surveyor Chloramine Booster Station Improvements Project. The scope of work for the project includes installing a disinfection injection system, dosing facilities, and other equipment at the Surveyor Pump Station.

The Town purchases potable water from Dallas Water Utilities. Dallas Water Utilities provides disinfected water with chlorine residuals at two entry points in the Town, Celestial Ground Storage Tank and Surveyor Ground Storage Tank.

In 2016, Bury Engineering completed a Water Master Plan for the Town that made recommendations for Capital Improvement Projects (CIP), replacing and improving water lines and other water quality improvements. One of these water quality improvement recommendations was the installation of a chloramine booster station at the Surveyor Pump Station.

This proposed Chloramine Booster Station would allow the Town to have continuous water service if Dallas Water Utilities could not maintain the minimum chloramine levels necessary for safe drinking water.

On December 11, 2018, Addison City Council approved a Professional Services agreement with Garver, LLC. to design the Chloramine Booster Station improvements, and Garver completed the design in August of 2021. The project was then posted to CIVCAST for bid on September 7, 2021, and bids were closed on September 28, 2021. The bid comparison can be found in the attached bid tabulation document. A breakdown of the bids follows:

The additive alternate to the bids is for a porous paver driveway that will provide all-weather service for heavy truck deliveries while maintaining the aesthetics and permeability of the adjacent grassy areas.

Dake Construction has been determined to be the lowest responsible bidder. Garver has checked Dake's references and recommends that they be awarded the contract. Dake has never conducted a project with the Town but has performed similar successful projects with many other municipalities.

Funding for this project is budgeted from the 2018 Utility Bond Funds in the amount of $1,012,000. Staff is recommending approval of the construction contract to include the additive alternate for a total amount of $1,078,000. The additional needed funding of $66,000 will come from the same 2018 Bond Funds.

If approved, the construction is anticipated to commence by the end of November 2021. Town staff will coordinate with the contractor to determine equipment and material availability to determine the construction notice to proceed date. The notice to proceed is currently anticipated to be in January of 2022. The project construction is expected to take five months to complete.

BACKGROUND:
This item would authorize the City Manager to execute a Project Specific Agreement (PSA) with Dallas County to use an amount not to exceed $4,000,000 of Dallas County funds for eligible improvements to Keller Springs Road. In January of 2021, Addison City Council approved entering a master agreement for the Major Capital Improvement Program (MCIP) with Dallas County. The MCIP allows the Town to enter into subsequent Project Specific Agreements with Dallas County. Dallas County approved the master agreement by Commissioners Court Order 2021-0494 on May 18, 2021. The PSA scope for Keller Springs Road consists of .48 miles of a four-lane asphalt road replacement to a concrete roadway; widened sidewalks; addition of median; improved traffic signalization; improved street lighting; utility replacement; storm drainage improvements; and the addition of the Town's Master Transportation Plan elements. Under the terms of the PSA, Dallas County will provide funding in an amount not to exceed $4,000,000 to be used for eligible construction costs. The amount committed by the County is reduced by $100,000 to cover the County's in-house project delivery costs that include, but are not limited to, design costs, preliminary scoping and research, preliminary design services, design review, special services, site inspection, meetings, and preliminary utility coordination. The total amount of eligible funds the Town anticipates receiving after Dallas County's in-house delivery costs is $3,900,000.

BACKGROUND:
For the last few years, the Town of Addison has provided grant funding to the Metrocrest Chamber of Commerce. Last year, the agreement transitioned from a grant funding agreement to a service agreement managed by the Economic Development & Tourism Department. The attached service agreement is for Fiscal Year (FY) 2022. The service agreement defines a work plan and quarterly reports as part of their deliverables to the Town. The following is what they have proposed to achieve for the Town: Economic Development Marketing: Provide marketing support to the Addison Economic Development Department, including support and participation in the Annual Economic Development Luncheon (virtual/in-person). Conduct a Business Expo, in conjunction with Coworking in the Park, with targeted marketing for Addison Businesses and provide educational sessions (virtual/in-person). Target Addison-based Chamber members to renew Business Registration. Conduct Economic Development Committee meetings with members, investors, local elected officials, and tri-city departments to advance the goals and mission of the Addison Economic Development Department (virtual/in-person). Collaborate on BREP (business retention and expansion program) targeting Addison-based businesses and headquarters (virtual/in-person). Entrepreneur Development/Small Business Support: Highlight local resources available to entrepreneurs (i.e. Small Business Association, The Dallas Metropolitan Small Business Development Center, Dallas SCORE, etc.). Host at least one Chamber event at the Addison TreeHouse (the “TreeHouse”). Provide complimentary one-year chamber membership to business start-ups officing and holding active membership with the TreeHouse. Encourage Treehouse memberships amongst Chamber members; maintain Chamber office at the Treehouse to help bridge business community and entrepreneurs/start-ups in Addison. Encourage back to business small group meet-ups and opportunities to connect in TreeHouse space; highlighting use of coworking space for business owners who have had to reimagine office space due to COVID-19. Addison Business Profile Support: Organize and conduct annual Mayors’ Forum (virtual/in-person). Provide local leadership development opportunity via Leadership Metrocrest (virtual/in-person). Provide ribbon-cutting support for new Chamber members in the Addison area (virtual/in-person). Conduct annual educator appreciation programming for Bush Elementary (virtual/in-person). Support Economic Development Department efforts in attracting and retaining businesses; conduct collaborative junctions when advantageous. Develop Strategies to Connect the Addison Airport Community and the Addison Business Community. Provide airport management, tenants, and users opportunities to attend and benefit from chamber events such as the Business Expo, Chairman’s Circle, etc. (virtual/in-person). Increase awareness of the Addison airport, its new customs facility, and its third fixed base operator to chamber members and work with key airport staff to develop strategic community engagement. Work with airport staff to host at least one event at airport (virtual/in-person State of the Airport, Airport Appreciation program, etc.). Support the grand opening of the new customs facility once online (virtual/in-person). Tourism Support: Consistent brand awareness for Addison, special events, and business amenities. Work with Tourism Manager and Special Events Department to promote hotel packages for Addison’s special events amongst chamber members and business community. This service agreement is valued at $35,000 which is the same level of funding as FY 2021. The FY 2022 work plan is very similar to FY 2021. The Metrocrest Chamber of Commerce successfully completed most of their requirements as highlighted in their FY 2021 Work Plan. The lingering impacts of COVID-19 impacted some of the planned programs at the start of FY 2021. Despite this, the Chamber was able to pivot their work plan quickly by becoming more proactive in the dissemination of information to local businesses, offering support, and taking many of their in-person programs to virtual platforms until the environment became more stable for in-person events. The Chamber was also challenged this year with the resignation of their past president and the search for a new one. Despite this, board members and volunteers continued to execute on essential programs and activities. The proposed scope of services was shared with Council Member Kathryn Wheeler, who serves as the liaison to the group, for her review prior to the development of the agreement. The total annual funding amount was approved in the FY 2022 Budget as part of the Economic Development & Tourism Department annual budget paid out of the General Fund.

Consider Action on a Resolution Approving an Agreement for Funding Between the Town of Addison and the World Affairs Council of Dallas/Fort Worth and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $60,000.
BACKGROUND:
Over the last few years, the Town of Addison has maintained a formal agreement with the World Affairs Council (WAC) of Dallas/Fort Worth. In the initial years, WAC provided support to the Town to enhance its efforts with World Fest. In Fiscal Year (FY) 2015, the focus of WAC's efforts evolved to provide support in enhancing the Town's international business development efforts and international protocol consulting services. The management of the agreement falls under the purview of the Economic Development and Tourism Department. A request is being made for approval of the FY 2022 agreement with WAC for an amount not to exceed $60,000. The agreement includes an amount of $50,000 to cover deliverables highlighted in the agreement, plus an annual amount of $10,000 to be utilized for marketing and venue costs for events hosted in Addison. The World Affairs Council completed the deliverables in the FY 2021 agreement and provided quarterly reports to staff. The lingering effects of COVID-19 impacted in-person events from being hosted. Instead, the World Affairs Council pivoted to virtual events, but have once again begun hosting in-person events when the environment stabilized. WAC was also challenged this year with the retirement of former president, Jim Falk, and the hiring of their new president, Liz Brailsford. The scope of the services in the FY 2022 Agreement are similar to the FY 2021 Agreement. Modifications to the FY 2022 Agreement include Section A.iv. which addresses plan to have two forums/luncheons in Addison “unless current COVID-19 condtions or group gatherings restrictions prevent such events from being held,” and to Section E.iii. which added the German American Chamber of Commerce as a possible collaborating agency for Oktoberfest. The proposed scope of services highlighted in the FY 2022 Agreement include: International Promotion and Business Development: Assist Addison in strengthening its International Business Focus. Work with Addison to maintain and strengthen existing relationships and forge new relationships with targeted countries. Assist Addison to develop strategy on marketing its airport to international businesses. Plan, organize, execute and co-host at least two (2) forums/luncheons in Addison unless current COVID-19 conditions or group gathering restrictions prevent such events from being held. In lieu of such events, significant virtual events with Addison as a high-profile participant, through actual participation or major sponsorship, focused on a relevant international business topic will be held. Entrepreneur Development: Recommend the Addison TreeHouse as a regional entrepreneur resource center to international entrepreneurs/groups interested in the North Texas Start-up Community. Work with Town staff to include their business resources and city council members in “virtual” visits of delegates from the International Visitor Leadership Program sponsored by the State Department. The goal is to showcase Addison’s international image and outreach. Provide Town of Addison with opportunities to participate in international events: Make recommendations on events that would be appropriate for Addison City Council to attend including virtual events. Provide passes to Town of Addison to such events. Recognize City Council present at events from podium where appropriate. Feature the Town of Addison as a Strategic Partner: Recognize Addison as a partner on World Affairs Council website. Recognize Addison as a partner in designated events hosted by World Affairs Council. Consulting Services: Provide consulting services on how to respond to issues having an international focus. Provide cultural consulting awareness services on how to appropriately address dignitaries from particular countries. Explore the opportunity to plan a new authentic German program element for the Town’s annual Oktoberfest event in collaboration with the German Consulate in Texas or the German American Chamber of Commerce. The proposed scope of services was shared with Council Member Lori Ward, who serves as the liaison to the group, for her review prior to the development of the agreement. The total annual funding amount was approved in the FY 2022 Budget as part of the Economic Development & Tourism Department annual budget paid out of the Hotel Fund.

Consider Action on a Resolution Accepting a Routine Airport Maintenance Program (RAMP) Grant in the Amount of $50,000 from the Texas Department of Transportation - Aviation Division to the Addison Airport and Authorizing the City Manager to Execute the Necessary Contracts and Agreement.
BACKGROUND:
The Town of Addison annually receives a Routine Airport Maintenance Program (RAMP) grant administered by the Texas Department of Transportation (TxDOT) - Aviation Divison. The grant funds can be used for maintenance and smaller capital improvement projects on the airport such as perimeter fencing, pavement repairs, pavement markings, construction of airport entrance roads, airfield lighting maintenance, and similar items. This year staff has earmarked the grant to be used for various pavement improvements including repairs to the vehicle service road that is just east of Taxiway Alpha. The grant is a 50/50 matching grant, with $50,000 TxDOT Funds and $50,000 Town of Addison Airport funds. Grant funds are issued as a reimbursement of eligible expenses up to $100,000 total. The Town's matching funds are budgeted and available in the Airport Fund.

Consider Action on a Resolution Authorizing Acceptance of an American Rescue Plan Act Grant in the Amount of $148,000 from the Federal Aviation Administration through the Texas Department of Transportation - Aviation Division and Authorizing the City Manager to Execute the Documents Necessary to Accept the Grant.
BACKGROUND:
The American Rescue Plan Act of 2021 (H.R. 1319, Public Law 117-2), signed into law by President Biden on March 11, 2021, includes $8 billion in funds to be awarded as economic assistance to eligible U.S. airports to prevent, prepare for, and respond to the coronavirus disease 2019 (COVID-19) pandemic. To distribute these funds, the Federal Aviation Administration (FAA) has established the Airport Rescue Grants. The FAA will make grants to all airports that are part of the national airport system, including all commercial service airports, all reliever airports, and some public-owned general aviation airports. Texas participates in the FAA's State Block Grant Program, wherein the Texas Department of Transportation (TxDOT) - Aviation Division acts as FAA's agent for the distribution of grant funds to general aviation airports in the state. TxDOT requested the federal funds on behalf of all eligible Texas General Aviation Airports. TxDOT has provided a request form (application) for ARPA grant funding and has notified eligible airports that the form is available online. TxDOT has been authorized to issue grants by the approval of the Texas Transportation Commission. The ARPA grant amount allocated to Addison Airport is $148,000. The grant funding will be provided as a reimbursement for eligible expenses to be submitted to TxDOT with an ARPA Request for Reimbursement Form.

On November 5, 2019 voters approved Proposition D which included $7,395,000 for facility improvements at existing municipal facilities including the replacement of Heating, Ventilation and Air Conditioning (HVAC) systems. The Phase One HVAC Replacement Project includes the replacement of HVAC systems at the Service Center, Fire Station 2, Surveyor Pump Station, Vitruvian Restrooms, Addison Circle Park Pavilion, and Stone Cottage. Phase One also includes the replacement and upgrade of the Police gun range HVAC which will filter the air within this facility to provide a safe environment for users of the range. The HVAC systems at each of these facilities has exceeded it useful life and is due for replacement.

Detailed design specifications and drawings were created through an engineering consultant for this project. Staff, along with the Town's representative McKinstry, solicited quotes for HVAC equipment from two qualified vendors who are part of purchasing cooperatives. Purchasing cooperative are entities that bid out services and products for their members to provide the leverage to achieve better pricing on products, equipment, and services. Utilizing purchasing cooperatives saves staff both administrative time and money.

Texas Air Systems provided the lowest base quote. Staff then discussed deductions and alternate items with Texas Air System to arrive at a final cost. Texas Air Systems received excellent references.

The Phase One HVAC Replacement Project (equipment and installation) is over budget by $513,280.51. This is attributed to increases in both materials and labor for HVAC work since the estimates for the bond program were obtained in 2019; the Police gun range requiring unanticipated electrical and structural work that was discovered during the design process that will have to be corrected; and, an under-estimation of project costs.

Other Proposition D Phase One Projects (roof replacement costs and Pavilion ADA project) have come in under budget in an amount that covers the Phase One HVAC Project overage. Proposition D Phase One Projects have a total budget of $2,387,858.00. This final cost was arrived at by accepting or rejecting items that were deduct/alternates. TDIndustries received excellent reviews.

Consider Action on a Resolution Approving an Interlocal Agreement By and Among the Town of Addison, the Cities of Carrollton, Coppell, and Farmers Branch and the Dallas County Criminal District Attorney Office on Behalf of Dallas County for a Mental Health and Justice System Assessment and Authorizing the City Manager to Execute the Agreement.
BACKGROUND:
Tracy Eubanks (Metrocrest Services) and Rex Redden (Executive Director of Public Safety for Carrollton) embarked on a mission last year to increase mental health services in our area and to determine where gaps in service may exist. The Town of Addison along with the cities of Carrollton, Coppell, Farmers Branch and the Dallas County District Attorney recognize the need for a regional, systemic approach to providing prevention-oriented mental health services, while reducing the use of emergency and first responder systems for mental health crisis services through each Metrocrest member’s community. The four cities and Dallas County want to engage the services of a consultant, Meadows Mental Health Policy Institute, to study and provide recommendations regarding prevention-oriented mental health services and the reduction in use of emergency and first responder systems for mental health services. The Dallas County District Attorney offered to assist in the funding of the study using assets seized during criminal investigations. The contract was written so that the District Attorney would pay $100,000 and the four cities would pay $25,000 each for a total of $200,000. At the time of preparation for this agenda item, the Cities of Carrollton and Farmers Branch have confirmed that their City Managers will move forward to sign the ILA without placing it on their City Council Meeting agenda; the status of the City of Coppell is unknown at this time. The study, upon completion, will provide a report containing the following: Compilation and analysis of prevalence and needs data, by demographic variables, including poverty, ethnicity, and age; Identification of mental health providers and stakeholders; Identification of service gaps and strengths, with a focus on homelessness and transient populations and the impact on law enforcement and first responder systems; and Recommendations for systems improvement. The Meadows Mental Health Policy Institute is well-known for conducting these studies and has done similar studies in Dallas, San Antonio, Austin and Lubbock. The studies are comprehensive and will evaluate calls for service, service providers in our area, the prevalence of mental health patients in the four cities and identify needs and recommendations. Meadows has estimated an eight to nine month time frame to complete the study. Upon completion, Council will be briefed on the findings and recommendations. The study is anticipated to start in December 2021.

At the September 14, 2021 Council Meeting, the City Council approved Resolution No. R21-048 nominating Mr. Michael Hurtt as the Town's selection for re-appointment as the Suburban Cities Representative to the Dallas Central Appraisal District (DCAD). Mr. Hurtt currently serves in that position and has expressed interest in serving another term.

On October 28, 2021, Mr. W. Kenneth Nolan, Executive Director/Chief Appraiser, advised that the nomination process for persons to serve on the DCAD Board of Directors has been completed. By state law, the Town is now required to vote by official ballot resolution no later than December 17, 2021 for Place 4 on the Board. If the Town chooses to abstain from voting, a notification must be submitted in writing. The nominees and nominating cities are as follows:

BACKGROUND:
The Town of Addison's financial policies require the publication of a financial report 60 days subsequent to the end of each fiscal quarter. This report covers the financial performance through the fourth quarter for Fiscal Year 2021 (July 1, 2021 - September 30, 2021). Enclosed in the report is an executive dashboard that provides a high-level look at some of the key financial indicators along with more detailed exhibits that demonstrate the current financial position for the various funds. The report includes information for the following funds: General, Hotel, Economic Development, Airport, Utility, and Stormwater funds. Key highlights for the fourth quarter include: General Fund revenue totaled $41.3 million, which is 103.3 percent of the fiscal year budget. General Fund expenditures totaled $38.5 million, which is 95.8 percent of the fiscal year budget. Sales tax collections totaled $14.9 million, which is110.0 percent of the fiscal year budget. The Hotel Fund had revenue of $4.3 million and expenditures of $5.0 million. Performing Arts expenditures are at 114.3 percent due to the full payment of the Water Tower Theatre grant. Special Events revenues totaled 81.0 percent, and expenses totaled 83.2 percent of the fiscal year budget. Airport Fund operating revenue totaled $5.9 million or 107.8 percent, and operating expenditures totaled $4.6 million or 85.9 percent of the fiscal year budget. Utility Fund operating revenue totaled $13.4 million or 96.0 percent of the fiscal year budget, and expenditures totaled $13.1 million or 92.3 percent of the fiscal year budget. Revenue was primarily below budget due to lower than anticipated sewer volume which was more than offset on the expenditure side with lower than anticipated wholesale purchases of water and sewer services. Stormwater Fund revenue and expenditures are in line with historical averages. This report was prepared in accordance with state law and the Town's Financial Policies.
