Catalyst Urban Development, a nationally recognized firm specializing in urban and mixed-use development, will present a report outlining findings and observations related to opportunities for increasing owner-occupied housing in Addison. Led by Principal Paris Rutherford, who played a lead design role in the creation of Addison Circle while with RTKL. Catalyst brings extensive experience in the planning and execution of award-winning mixed-use and transit-oriented projects across the country.

The presentation will provide an overview of Addison's current housing composition and the market dynamics that have shaped it, including land economics, market feasibility, and product types that could support for-sale housing. Catalyst will also discuss implementation concepts and partnership approaches that could help diversify Addison's housing offerings over time.

BACKGROUND:

The concept of establishing a Tax Increment Reinvestment Zone (TIRZ) was first recommended in the 2017 Inwood Corridor Enhancement Zone Study and reaffirmed in the 2019 Addison Circle Special Area Study as a tool to fund and incentivize redevelopment in key areas of Addison. At the July 23, 2024 Regular City Council Meeting, Council received a Tax Increment Financing 101 presentation during the Work Session and directed staff to evaluate the creation of a TIRZ to help fund public infrastructure improvements and economic development incentives associated with the transit-oriented development.

In this Work Session, staff will present analysis from the Preliminary Financing and Project Plan, share recommended boundaries for the proposed TIRZ, and seek Council direction to finalize the Preliminary Financing and Project Plan documents and move forward with the creation of the zone.

As part of the Town's long-term infrastructure and mobility planning efforts, staff engaged Kimley Horn and Associates, Inc. to prepare a comprehensive update to the Town of Addison's Master Transportation Plan. The purpose of the plan is to provide a strategic framework for future transportation improvements that address roadway capacity, safety, multimodal access, pedestrian and bicycle connectivity, and regional mobility.

Town staff and Kimley Horn presented the draft Master Transportation Plan to the City Council for review on September 9, 2025. Staff and Kimley Horn will answer questions and receive feedback during this Work Session presentation. A final version of the Master Transportation Plan Draft is scheduled to be presented to the City Council for consideration and adoption in November or December 2025.

Consider action on a Resolution denying the rate change application proposed by Oncor Electric Delivery Company LLC.

BACKGROUND:

The Town is a member of a 170-city coalition known as the Steering Committee of Cities Served by Oncor (OCSC). OCSC has been in existence since the late 1980s. It took on a formal structure in the early 1990s when cities served by the former TXU gave up their statutory right to rate case expense reimbursement in exchange for higher franchise fee payments. Empowered by city resolutions and funded by per capita assessments, OCSC has been the primary public interest advocate before the Public Utility Commission, the Courts, and the Legislature on electric utility regulation matters for the last 30 years.

On June 26, 2025, Oncor Electric Delivery Company LLC (Oncor) filed an application with cities retaining original jurisdiction seeking to increase system-wide transmission and distribution rates by about $834 million or approximately 13% over present revenues. Oncor is asking the Town to approve a 12.3% increase in residential rates and a 51.0% increase in street lighting rates. If approved, the impact of this requested increase on an average residential customer would be about $7.90 per month.

In a prior City Council action, Oncor's rate request was suspended from taking effect for 90 days, the fullest extent permissible under the law. The rate request was suspended via Resolution No. R25-052, which was approved at the July 22, 2025 Regular City Council Meeting. The agenda item containing more information on this action can be found here. This time period has permitted the Town, through its participation with the OCSC, to determine that the proposed rate increase is unreasonable. Consistent with the recommendations of the experts engaged by the OCSC, Oncor's request for a rate increase should be denied.

Accordingly, the purpose of the Resolution is to deny the rate change application proposed by Oncor. Once the Resolution is adopted, Oncor will have 30 days to appeal the decision to the Public Utility Commission of Texas (PUC) where the appeal will be consolidated with Oncor's filing (PUC Docket No. 58306) currently pending at the PUC. As this was recommended for denial by the OCSC, other cities in DFW have taken action to deny the rate change application including:

Colleyville
Coppell
Fort Worth
Lewisville
Plano
Prosper

The Town contracts with Community Waste Disposal (CWD) for the provision of residential garbage and recycling collections for all single-family homes in Addison. This contract was renewed by the City Council at the October 14th, 2025 Council meeting via Resolution No. R25-084 and begins November 1, 2025.

As stated in the contract, prices will increase or decrease by one hundred percent (100%) in wholesale price as measured by the Consumer's Price Index for All Urban Consumers (CPI-U) U.S. City Average, Garbage and Trash and not a seasonally adjusted 12-month average during May of the adjustment year. According to the Bureau of Labor Statistics, the percent change in the CPI-U U.S. City Average, Garbage and Trash not seasonally adjusted 12-month average from May 2024 to May 2025 was an increase of 6.1%. This increase results in a monthly garbage and recycling rate increase from $14.83 to $15.74, per single-family home. The increase will take effect November 1, 2025 and be reflected on the December utility bill.

BACKGROUND:

The Public Funds Investment Act (PFIA) requires the Council to annually adopt the Town's Investment Policy. The document has been drafted to comply with all aspects of the PFIA. This policy applies to the investment and management of all funds of the Town. Direct management responsibility for the investment program is delegated by the City Council to the Chief Financial Officer. The investment policy includes the following priorities:

Preservation and safety of principal
Understanding the suitability of the investment to the financial requirements of the Town
Liquidity
Marketability of the investment if the need arises to liquidate the investment prior to maturity
Diversification of the investment portfolio
Yield

Finance staff determined that no changes are needed to the Town's investment policy.

The attached Resolution includes the Town's Investment Policy in Exhibit A.

The list of recommended qualified brokers, dealers, and financial institutions was vetted by Town staff in accordance with the requirements of the adopted Investment Policy which requires the City Council to review, revise, and adopt the list at least annually. The recommended list includes the addition of RBC Capital Markets to the list that was approved on October 8, 2024.

The attached Resolution includes the list of brokers, dealers, and financial institutions in Exhibit B.

The purpose of this item is to approve an agreement with Kleen Pipe Underground Pipe Maintenance to repair and clean issues found during the Addison Circle and South Addison Drainage Basins Assessment, conducted in FY 2025. This is the fourth of eight basins to have the Stormwater Assessment Program completed. Following inspections completed during the Addison Circle and South Addison Drainage Basins Assessment, there were issues discovered that need to be repaired. The repair of these issues involves the installation of pipe patch repairs to storm pipes through non-destructive means.

These services will be purchased through BuyBoard, a state-wide collective purchasing agency that bids out services and products for its members to provide the leverage needed for better pricing on products, equipment, and services. Kleen Pipe is one of the only contractors who will perform this type of work and has been the contractor used for this same type of work in the past. The Buyboard is a competitive process in which multiple bids are received at once. This expedites the process as multiple bids are not required. Advertisements are placed in 11 newspapers across Texas once a week for two weeks. The proposal invitation and specification document are posted to the website at www.vendor.buyboard.com. Vendors registered with BuyBoard are notified via e-mail regarding the proposal opportunity. Electronic vendor responses are then received. Vendor responses received after the due date and time are not opened. Once the timely proposals received are reviewed, tabulated, and analyzed based on the criteria outlined in the proposal terms and conditions. A scoring matrix is used to rank the criteria. Recommendations are prepared and presented to the Cooperative Board for consideration of the award.

FISCAL IMPACT

This project was approved as a recurring annual decision package as a part of the FY 2024 budget process and is budgeted in the FY 2026 Stormwater Operations and Maintenance budget.

The purpose of this item is to approve a Professional Services Agreement (PSA) with Halff Associates, Inc. for stormwater infrastructure condition assessment of the Farmers Branch Creek Drainage Basin. During the FY 2024 budget process, a recurring decision package for $350,000 was approved to perform two functions:

The routine maintenance of the Town's stormwater infrastructure, and
The inspection of each of the eight (8) drainage basins on an annual rotation.

This assessment will identify infrastructure that requires cleaning and / or repairs. The general scope of this PSA includes:

Television inspection of storm drains via CCTV
Access point inspections
Recommendations for corrective action
Stormwater system repair summaries
GIS update to match actual field-verified assets

The Farmers Branch Creek Drainage Basin consists of approximately 35,000 linear feet of storm drains, 13 manholes, 165 inlets, and one headwall.

When the Stormwater Assessment Program was approved as a recurring annual decision package as a part of the FY 2024 budget process, the engineering professional was selected based on qualifications as it was an Engineering procurement item. Halff Associates was chosen for its industry expertise, excellent reputation, and proven track record with the Town. Halff completed the Stormwater Master Plan for the Town to identify capital improvement projects in 2017. The Town has chosen to continue with Halff as the engineering professional based on their knowledge, expertise, and familiarity of the work to be performed for the Annual Stormwater Assessment Program. They have also performed the previous three assessments.

FISCAL IMPACT

During the FY 2024 budget process, a recurring decision package for $350,000 was approved for the routine maintenance of the Town's stormwater infrastructure and inspection of each of the eight drainage basins on an annual rotation.

The funding for these services will come out of the FY26 Stormwater Operations and Maintenance Budget.

BACKGROUND:

On July 1, 2025, staff presented a plan to Council to issue $3,500,000 in Certificates of Obligation to replace two Fire Department apparatuses. The anticipated issuance date would fall during Winter 2025 and could be combined with a potential refunding of the 2016 GO Refunding Bonds to generate both interest savings and economies of scale on bond issuance costs. Two pieces of equipment are scheduled for replacement. Quint 102, which is a Spartan Aerial Pumper with a Gladiator Chassis, will be replaced at a cost of $2,000,000. The second is a scheduled replacement of the Airport Rescue Firefighting Vehicle at a cost of $1,500,000. The replacement of the Airport Rescue Firefighting Vehicle will be serviced by the Airport Fund.

This agenda item seeks approval of a Resolution authorizing the reimbursement of up to $2,000,000 for the replacement of Quint 102. This purchase was approved by Council at its October 14th, 2025 meeting via Resolution No. R25-080. The expenditure is anticipated to occur prior to the delivery date of the bond proceeds. This Resolution must be passed within sixty days of the expenditure of the funds to be legally compliant.

Additionally, staff will present information related to the subsequent bond issuance, potential bond refunding opportunities, and the timeline for the issuance.

BACKGROUND:

The Addison City Council adopted an ordinance creating the Rental Lodging and Registration Program at the November 12, 2024 Regular City Council Meeting. The purpose of the program was to promote healthy and safe conditions for all rental properties, including single-family and multifamily, and hotel / motel properties throughout the Town. After having completed the initial year of this program, Town staff has identified some parts of the ordinance which need to be revised in order to avoid confusion or misinterpretation.

Additionally, Development & Neighborhood Services staff collaborated with the Addison Police staff to add a public safety component to the existing ordinance, focusing on public safety resources allocated to our hotel and motel properties. Staff collected data on each of our hotel and motel properties over the last twelve months focusing on public safety responses. The data included:

The number of calls for service (CFS) per location.
The number of CFS per room at each location.

After reviewing the data, it was evident that a few locations account for the majority of public safety calls for service. To mitigate this issue, staff proposed the addition of a public safety component to the Town's current Rental & Lodging Registration program for hotels and motels during a Work Session at the October 14, 2025 Regular City Council Meeting. This component would take into account a CFS to room ratio to place hotels and motels into tiers under the Rental & Lodging Registration program. The City Council directed the City Manager to proceed with the addition of a public safety component to the Town's Rental Registration Program via an Ordinance update to be considered at the next Regular City Council Meeting on October 28, 2025.

BACKGROUND:

The Town of Addison's current contract for body-worn cameras and the interview room camera system is set to expire in October 2026. Additionally, the contract for electronic control devices (ECDs), commonly referred to as TASERs, expired in January 2025 and the existing devices are now considered end-of-life and out of warranty.

To address these critical equipment needs and enhance operational efficiency, staff recommend entering into a comprehensive, bundled contract with Axon Enterprises. This consolidated agreement would cover the replacement and upgrade of the Town's ECDs, body-worn cameras, and interview room camera system, while also introducing new technologies that support officer safety, training, and situational awareness.

The proposed contract includes the following components:

Electronic Control Devices (ECDs): Upgrade from TASER 7 to TASER 10, which offers increased deployment capacity (nine attempts) and extended range (45 feet). The contract also includes virtual reality training equipment for cartridge-free practice, confined-space training, and de-escalation scenarios, as well as train-the-trainer instruction for internal knowledge transfer.
Body-Worn Cameras: Continued use of Axon Body 4 cameras, which support live-streaming capabilities for real-time supervisory oversight.
Interview Room Camera: Continued licensing for the existing system used to record interviews with suspects and victims.
Axon Assistant (New Feature): An AI-powered tool that provides real-time language translation (supporting over 50 languages), general knowledge Q&A, and policy chat functionality, enabling officers to access departmental policies and operational guidance in the field.
Fusus (New Feature): A Real-Time Crime Center (RTCC) platform that integrates live and recorded video, license plate recognition (LPR), and other intelligence sources into a unified operating picture. The system is also future-ready for integration with a drone program, should one be adopted in the future by the Town or North Texas Emergency Communication Center (NTECC).

This bundled approach is expected to generate cost savings, reduce administrative complexity, and ensure that Addison Police Department personnel are equipped with the most current and effective tools available.

FISCAL IMPACT

The total cost of $1,373,800.94 will be funded through the Town's Information Technology Equipment Replacement Fund (ITERF). Established in 1998, the Information Technology Equipment Replacement Fund supports the scheduled replacement of critical IT infrastructure such as servers, network hardware, enterprise software, and other systems to ensure the Town's network remains secure, scalable, and responsive to evolving operational demands.

The cost is distributed over the contract term and aligns with the Town's capital planning and replacement schedule.

The Town of Addison launched a License Plate Recognition (LPR) initiative in 2018, funded by the 2012 bond election, to enhance public safety through technology. The program began with a pilot project that installed 20 LPR units at 8 key intersections.

The pilot aimed to collect data, develop policy guidelines, and evaluate the feasibility of a citywide LPR system. Between 2018 and 2020, City Council reviewed and adopted policies governing the use, access, and integration of LPR data. In 2021, the Council approved a townwide expansion through an enterprise agreement with Vigilant Solutions. This led to the installation of 60 LPR cameras at 23 locations.

In 2024, Public Safety was reaffirmed as a strategic priority and key focus area during the Council's annual retreat:

1.5. Strategic Objectives: Leverage Technology to address issues.
- Initiative 1.5.3 - Evaluate License Plate Recognition cameras network and additional locations throughout the town.

Thus, a new pilot project was launched using Flock Safety technology at three (3) additional locations: Addison & Sojourn, Addison & Arapaho, and Midway & Belt Line. This pilot aimed to assess the feasibility, effectiveness, and service quality of the Flock system. Following a successful evaluation, the Town decided in May 2025 to transition from the existing LPR system to the Flock Safety platform. The Flock Safety system complies with all applicable state and federal data privacy laws. Data retention policies, access controls, and audit logs are in place to ensure responsible use and protection of sensitive information. Only authorized personnel will have access to LPR data, and usage will be monitored regularly.

This multi-year initiative reflects Addison's commitment to leveraging technology for public safety while ensuring responsible data governance and cost-effective implementation.

The proposed three (3) year agreement with Flock Safety is a managed services agreement that includes:

Lease of LPR hardware
Access to software and analytics platform
Ongoing maintenance and technical support
System upgrades and warranty coverage

The initial Year 1 amount of $266,132.50 includes installation and the first year of service. After Year 1, the recurring annual fee of $238,220.00 covers all ongoing services.

FISCAL IMPACT

The total Year 1 cost of $266,132.50 is funded 80% by a Motor Vehicle Crime Prevention Authority (MVCPA) Taskforce Grant, with the required local match of 20% funded from the Town's Information Technology Equipment Replacement Fund (ITERF). Established in 1998, the Town's ITERF supports the scheduled replacement of critical IT infrastructure such as servers, network hardware, enterprise software, and other systems to ensure the Town's network remains secure, scalable, and responsive to evolving operational demands.

BACKGROUND:

Staff requests City Council's consideration of a resolution approving a Ground Lease Agreement between the Town of Addison and Thrust Properties, LLC (Thurst Properties) for approximately 2.34 acres of improved and unimproved airport land at Addison Airport.

Thrust Properties is a single-purpose entity formed to hold leasehold interests under the proposed Ground Lease. Thrust Properties was created to legally hold the ground lease rights and title to the building improvements made to the land pursuant to the terms of the ground lease. This entity will then in turn contract the right to use the facilities such as hangars, office, parking, etc. via sublease to Thrust Flight, LLC, the entity that owns and operates the flight school. Thrust Properties is owned by Mr. Patrick Arnzen (75%) and Mr. Stuart Stevenson (25%). Mr. Arnzen is the Chief Executive Officer of Thrust Flight, a flight training organization founded at Addison Airport in 2006 that has trained thousands of pilots. Thrust Properties intends to sublease the new facility to Thrust Flight for use as a modern flight training campus.

The lease site is located on Eddie Rickenbacker Drive, which intersects Airport Parkway along the Airport's eastern boundary. The 2.34-acre parcel (102,105 square feet) comprises three existing parcels:

Tract #1 (1.56 acres): Two developed and contiguous parcels with aeronautical facilities built in the 1970s and 1990s. These will be demolished by Thrust Properties at their expense and consolidated into a single tract.
Tract #2 (0.79 acres): An adjacent, unimproved parcel separated by Eddie Rickenbacker Drive is to be improved as off-street vehicle parking for the complex.

Eddie Rickenbacker Drive must remain open to preserve access to neighboring corporate flight departments, Sky B&B, LLC and Sky Squared, LLC. The current tenants with leases on Tract #1 will vacate by April 30, 2026. The Town will deliver the site to Thrust Properties by May 31, 2026. The site has airside access to the runway via Taxilane Sierra. Taxilane Sierra supports Aircraft Design Group II aircraft up to 80,000 lbs with dual-wheel landing gear.

Thrust Properties plans to construct a new aviation facility including:

A 15,000 square-foot hangar with 28-foot-high doors designed for Group II aircraft.
A 10,000 square-foot single-story building for classrooms and support facilities with future expansion possibilities for a second level to accommodate additional classrooms and offices.
Approximately 100 off-street vehicle parking spaces.

Key Lease Terms:

Commencement Date: Occurs upon substantial completion of improvements or July 31, 2028, whichever occurs first. This date marks the official beginning of the lease term and obligates the tenant to begin paying rent for the lease. Substantial completion occurs upon issuance of a Certificate of Occupancy. It has been the Aiport's general practice for the commencement date to mark the date when the building improvements can be used by the tenant for their permitted use. Should the tenant's design and construction of the building improvements extend past July 31, 2028, the tenant must begin paying rent August 1, 2028, regardless of whether they can conduct business or not.
Lease Term: This lease term is for 50 years, a statutory maximum permitted by the Texas Transportation Code. The lease term is negotiable up to the statutory limit and is the greatest driver of value to maximize the development potential of a given parcel. Generally, the greater the capital investment made in the leased premises by the tenant, the longer the term. The lease term is also used to encourage the type of use or development the landlord is seeking. The term also needs to be long enough to allow the tenant to recover their capital investment and the cost of financing a commercially reasonable profit with an allowance for market risk.
Base Rent: The stipulated stepped-up rate varies depending on the year of the commencement date. If the commencement date falls in 2027, the base rent will be set at $82,705 per year or $6,892 per month. As this lease was negotiated in today's dollars, staff were mindful that the tenant would not begin paying rent until the commencement date. The rent escalates during the "Preliminary Period", defined in the lease as that period between the effective date and the commencement date to mitigate the loss of lease value until the payment of actual rent begins. This escalation is 3% per year until 2028. Should rent not commence by then, there is a provision triggering a third-party appraisal to establish the then prevailing market rent.
Rent Adjustments: The ground lease stipulates the rent is to be adjusted every two years beginning on the second anniversary of the commencement date. This adjustment is tied to the percentage change in the Consumer's Price Index published by the Labor Department. The lease outlines the process for how this is to be calculated. All Airport lease agreements have some form of rent or fee adjustment annually or biennially.
Permitted Uses: Aircraft sales, maintenance, storage, charter, rentals, and aviation-related training.
Minimum Building Improvements:
- 15,000 sq. ft. hangar with a 28-ft. clearance
- Apron for Group II aircraft
- Code-compliant off-street parking

FISCAL IMPACT

Annual Base Rent: $82,705
Total Projected Rent (50 years): $6,048,899. This is the future stream of cash flow or "future value". This calculation also considered the Town's estimated cost of $400,000 to reconstruct a segment of Eddie Rickenbacker in connection with this and a neighboring project.
Present Value of Contract Rent: $1,311,758 with a 6% discount rate assumed. Present value is a variant of the financial concept of "time value of money." It is used for benchmarking and comparison of investment alternatives. Ground lease rent is projected out for the duration of the term, assuming a 3.5% CPI-based increase every two years. The discount rate is an estimated rate to compensate for the cost of capital and/or equity plus risk. This calculation also considered the Town's estimated cost of $400,000 to reconstruct a segment of Eddie Rickenbacker in connection with this and a neighboring project.
Estimated Construction Value: $10,000,000
Total Direct Economic Impact to Airport: $11,311,758

Present, discuss, and consider action on an Ordinance approving a Boundary Agreement between the Town of Addison and the City of Dallas and authorizing the City Manager to execute the Agreement.

BACKGROUND:

The Town of Addison and City of Dallas are working together to adjust their common boundary line in order to establish clear lines of demarcation for the most efficient development and delivery of service to the citizens in the area. In 2023, the Town requested a boundary adjustment from the City of Dallas transferring Montfort Drive from the current Dallas city limits south to Celestial Road from Dallas' jurisdiction to Addison. In 2025, City of Dallas staff accepted the boundary agreement proposal and began the process of formalizing the boundary adjustment with the Transportation and Infrastructure Committee (TIC) and Dallas City Council. The City of Dallas TIC approved a boundary adjustment from the Town of Addison involving Montfort Drive, specifically extending from the current city limits south to Celestial Road.

The City of Dallas and Town of Addison entered into an agreement authorized by the Dallas City Council in Resolution No. 25-0927 on June 11, 2025. The Town will receive a released tract of land along Montfort Drive extending from the current Dallas city limits south to Celestial Road at no cost. The Dallas City Council will consider approval of this same ordinance and legal description for the boundary adjustment in November 2025.

This agenda item follows the recent approval of Change Order #2 to the professional services agreement with Kimley-Horn for the Montfort Drive Reconstruction project design. Change Order #2 expanded the limits of the project to Celestial Road, which will incorporate the pending boundary adjustment. Change Order #2 was approved at the September 23, 2025 Regular City Council Meeting as Individual Consideration Agenda Item #5d.
