On November 5, 2019, voters approved Proposition D which included $7,395,000 for facility improvements at existing municipal facilities including the replacement of Heating, Ventilation and Air Conditioning (HVAC) systems. Phase Two HVAC Replacement Project includes the replacement of HVAC systems at the Police and Courts Facility. The HVAC systems at the Police and Courts Facility have exceeded their useful life and are due for replacement.
Staff, along with the Town's representative McKinstry, solicited public bids through a Request for Proposal (RFP) Process. Express Services Contractor, LLC was the only bid properly received. All other contractors that were solicited either submitted a no-bid, or submitted a bid after the closing date.

The total project cost is $218,594, which consists of the purchase of the equipment (separate agenda item for $121,909) and installation (this agenda item for $96,685). The project is under the budgeted amount of $293,753.
