Consider Action on a Resolution Approving the Second Amendment to the Agreement Between the Town of Addison and Swagit Productions, LCC for Live and On-Demand Video Streaming Services and Equipment and Authorizing the City Manager to Execute the Agreementin an Amount Not to Exceed $110,894.63.
BACKGROUND:
The Town of Addison currently has a contract with Swagit Productions, LLC (Swagit) to maintain and support the existing broadcasting equipment and to provide monthly services to record, archive, and stream Town meetings to the Town's website and the AT&T and Spectrum Public, Educational, and Governmental (PEG) channels. This agreement covers meetings held at the Council Chamber, Town Hall Parlor, Conference Centre, or the Addison Treehouse. Staff has determined the need to replace and upgrade the current equipment at these locations except the Conference Centre. The existing equipment were purchased and installed in 2016.
In 2005, the Texas Legislature authorized legislation funding PEG access facilities. PEG funds are established to allow and encourage cities to:
Provide a convenient and information-rich resource for residents, visitors, businesses, non-profit organizations, other public agencies, and schools to access their city government
Make public proceedings and events more accessible to the residents by providing footage of the city council, planning commission, and other local government meetings
Promote city-sponsored special events
Provide extensive information on important city issues and activities
Deploy the latest technology to improve customer service and communication relating to issues that foster economic development
Act as a source of information during local emergencies.
Swagit’s proposal offers upgrading the existing broadcasting equipment and provide the monthly services that include:
Completely hands-freerecording, uploading, and archiving of Town meetings
Hands-freeindexing, time-stamping and cross- linking of Town meetings
An open application programming interface (API), which allows for seamless integration with the Town’s agenda management solution
Integration into web/video conferencing software for mass streaming distribution.
This item is budgeted in the PEG fund. The project is within the budgeted amount of $210,000. This project will take 6 months to complete.
