AGENDA CAPTION:
Present and Discuss the Draft Unified Development Code Development Standards Addressing Landscaping and Buffering, Fencing, Parkland Dedication Requirements and Park Development Fees, and Subdivision Regulations.
BACKGROUND:
At the June 17th Joint City Council and Planning and Zoning Commission meeting, the Town reinitiated the Unified Development Code (UDC) project, continuing strategic efforts to review and modernize the Town’s development regulations.
The UDC drafting and review process is comprised of four code drafting phases, a testing phase, and public review and adoption of the consolidated UDC document. The four code drafting phases include:
Phase I: Zoning Districts and Uses
Phase II: Development and Design Standards
Phase III: Administration and Procedures
Phase IV: Signs and Wireless Communication Facilities
The Town is currently reviewing the Development Standards phase of the project. At the August 26th joint meeting, the third and final part of the Development Standards phase (Phase II) will be presented. This content will address landscaping standards, buffering & fence standards, park dedication requirements and park development fees, and subdivision regulations.
In addition to facilitating this joint meeting on the 26th, the project team will be conducting several additional engagement activities throughout the afternoon and evening of the 25th. These include a Project Advisory Committee Meeting (1:30 pm) addressing Part 3 of the Development Standards Phase (Phase II) and a Virtual Community Open House (6:30 pm) addressing the entire Development Standards Phase (Parts 1 - 3 of Phase II). Meeting participants will have the opportunity to provide questions leading into the meeting and to participate in the meeting via Zoom, and the meeting will be recorded and shared on the Town’s website and social media channels for future use.

At the conclusion of this meeting, the project team will transition to Phase III of the project, which addresses administration and procedural requirements associated with the Addison development review process. Feedback received throughout Phase II will be analyzed and used to prepare the consolidated draft UDC. With the presentation of that draft, the project team will consolidate and present the feedback shared via the Konveio commenting platform.
RECOMMENDATION:
Staff requests direction from the City Council and Planning and Zoning Commission.
