AGENDA CAPTION:
Consider Action on a Resolution Approving an Interlocal Agreement with Dallas County for a $5,000 Contribution to the Regional Census Fund, and Authorizing the City Manager to Execute the Agreement in an Amount not to Exceed $5,000.
BACKGROUND:
The United States Census Bureau is required by Federal law to conduct a decennial count of every resident in the United States. This data measures population growth and trends. The Federal government uses the census data to allocate annual funding to states and cities. An undercount of only 1% in Dallas County will equal a loss of Federal funding of approximately $40 million per year.

Dallas County has asked local municipalities to partner with them to seek a qualified vendor to coordinate the 2020 Census Participation Initiative in an effort to increase census response rates across Dallas County.  Dallas County released a Request for Proposals (RFP) on September 3, 2019. Proposals submitted by prospective vendors will be reviewed. A vendor will be selected and contract negotiations, including final cost, will begin with an expected award in November.  The selected vendor will coordinate efforts and activities with the Addison Complete Count Committee (if created). 

Dallas County is asking for financial commitments from cities in the amount of $5,000 per 50,000 population to be made by September 30, 2019 in order to be prepared for negotiations with the selected vendor. Money contributed by each city will be spent in that particular jurisdiction. These contributions will be enhanced by county funds.

The Town of Addison's contribution will be $5,000. These funds are available in the budget. 
RECOMMENDATION:
Administration recommends approval.
