AGENDA CAPTION:

Consider Action on a Resolution Approving the Agreement Between the Town of Addison and PFL Industries, LLC D/B/A Perfect Finish Landscape for Sherlock Drainage Project and Landscape Irrigation Restoration in the Amount of $65,000 and at its Sole Discretion, the Town May Request Additional Items in the Amount of $10,000, and Authorizing the City Manager to Execute the Agreement.

BACKGROUND:

The Town of Addison has taken over completion of the Sherlock Drainage project from FNH Contractors who failed to complete the work to the standards and time frame in their contract. The unfinished portion is within the limits of the easement trail that the city maintains and on private property located at the Forum Office Building. On August 13, 2019 the city issued bid 19-247 on Bid Sync for the remaining landscape and irrigation work. Bids closed on August 27, 2019 and two bids were received. A breakdown of the bids is included below:

Keane Landscaping Management	$168,350

Unit pricing for additional items, such as sod and irrigation boring, was also requested as part of the bid process. This allows Staff to obtain responsive, cost effective additional work from the contractor if deemed necessary as the work progresses. Staff is seeking Council approval for $10,000 to be utilized (if needed) for these additional items.

Staff checked references for the low bidder and walked the project with them to ensure the contractor had a strong understanding of the project scope. References were favorable for the low bidder. Following the site visit, the contractor sent an e-mail stating they understood the scope of the project and that their bid stood.

RECOMMENDATION:

Administration recommends approval.
