AGENDA CAPTION:

Present, Discuss, and Consider Action on an Ordinance to Amend the Code of Ordinances by Amending Chapter 66 (Solid Waste) Article II (Collection And Disposal), Division 2 (Service Charge) Section 66-52 to Increase the Mandatory Monthly Fee for Garbage Collection Hauling and Disposal (Curbside Pickup) from each Single Dwelling Unit within the Town from $12.24 to $12.51; Providing that such Increased Rate Shall be Effective October 1, 2019, and Reflected in the November 2019 Billing Cycle.

BACKGROUND:

The Town contracts with Community Waste Disposal (CWD) for the provision of residential garbage and recycling collections for all single-family homes in Addison. This contract began October 1, 2015, and automatically renews for an additional year for five years if neither party requests termination.

As stated in the contract, beginning with year three (3) and every year thereafter, prices will increase or decrease in an amount equal to the Producer's Price Index (PPI). According to the Bureau of Labor Statistics, the percent change in the PPI rate from March 2019 was an increase of 2.2%. This increase results in a monthly garbage and recycling rate increase from $12.24 to $12.51, per single-family resident. The increase will take effect October 1, 2019, and be reflected on the November 2019 utility bill.

RECOMMENDATION:

Administration recommends approval.
