AGENDA CAPTION:
Consider Approval Of Bid #1603-001 From American Landscape Systems, Inc. For Landscape Maintenance Of Addison Circle District And Addison Circle Park In An Amount Not To Exceed $135,000.
BACKGROUND:
Bid #1603-001 is an annual renewable contract that can be extended for four (4) twelve-month periods under the same terms and conditions as the original contract.  The scope of work involved under this contract includes turnkey maintenance of all planted trees, shrubs, turf, groundcover, annuals, perennials, irrigation, mulch and decomposed granite within the Addison Circle District. 

The bidder's were requested to submit a unit cost for: turnkey maintenance, irrigation pricing; application of post emergent and pre-emergent herbicides; fertilizer application; minor tree pruning; manual weeding; hardwood mulch; cedar mulch; mowing; tree fertilization; supplemental hand watering; pesticide application; irrigation checks and repairs; emptying trash receptacles; aerifications; seasonal color; overseeding; and, application of TopChoice.  Heavy tree pruning has been removed from this bid in order to minimize the cost increase in the bid award.  Any heavy tree pruning will be done utilizing the Interlocal Agreement with the City of Coppell.

Based on the total of the bid items, American Landscape Services is the low bidder.  In addition to being the low bidder, American Landscape Services has successfully maintained the Addison Circle District since the Fall of 2004. The bid amount is $46,800 higher than the previous contract with American.  The increase is based on two major factors: 1) Labor Costs - the contractor did not receive any consumer price index (CPI) increases over the course of the 5 year contract, and 2) Material Costs.  Upon approval, the increase will be included in the Fiscal Year 2017 budget.
RECOMMENDATION:
Administration recommends approval.
