AGENDA CAPTION:
Consider A Resolution Authorizing The City Manager To Enter Into A Contract With Kleinfelder, Inc., For Design And Construction Observation Services For the Surveyor Ground Storage Tank Rehabilitation and Pipeline Improvements Project In The Amount of $243,969.
BACKGROUND:
In 2012, the Town issued a Request For Qualifications to qualify a pool of professional engineers that could be utilized for various Town projects. Kleinfelder Inc,. was selected as one of these firms. In September 2013, Council authorized a contract with Kleinfelder Inc., to perform an assessment and evaluation of all of the Town's water storage facilities. The purpose of this assessment and evaluation was to inspect and assess the external and internal condition of the water storage facilities and to develop a capital improvement program that would include recommendations for prioritization and an opinion of probable cost for each of the identified projects.  That report, dated May 14, 2014, identified several projects that were considered important to maintain and preserve the physical assets that support the Town of Addison's water storage operations, programs, and services.

All projects identified in the report were entered into a Likelihood of Failure/Consequence of Failure priority matrix.  The projects were then prioritized based on the overall risk factor as identified in the matrix.  According to that matrix, the top priority was the repairs to the Addison Circle Elevated Storage Tank.  Those repairs were completed in early 2015.  The second highest priority is the repairs to the Surveyor Ground Storage Tank (GST).
 
  The scope of the Surveyor project will include replacement of the exterior coating on the roof of the ground storage tank, repairs to several areas of failed concrete on both the interior and exterior of the ground storage tank, several safety and operational improvements, and the installation of a secondary pipe that is used to fill the storage tank. 
 
The Town owns four water storage facilities and listed below are the projects ranked in priority order:
  • Addison Circle Elevated Storage Tank - 1 million gallons- COMPLETE
  • Surveyor Ground Storage Tank - 2 million gallons
  • Celestial Ground Storage Tank - 6 million gallons
  • Surveyor Elevated Storage Tank - 1.5 million gallons
Staff recommends that Kleinfelder design the improvements and provide construction management for the project.  Below is a list of the services they will perform :
  • Preparation of the plans and specifications
  • Coordination with outside agencies, such as Dallas Water Utilities and the Texas Commission on Environmental Quality
  • Opinion of probable construction cost
  • Design project management
  • Assistance during the bid phase
  • Assistance during the construction phase
  • Construction observation
  • Construction materials testing
 A detailed description of each task can be found in the Exhibit A Scope of Services in the agreement that is attached.

The total budget for the design services is $300,000. The design and project management services will be provided for the amount of $188,400.  The construction observation services will be charged on a time and materials basis and are not expected to exceed $55,569.  This amount will not be exceeded without prior approval.  The total estimated amount of the contract is not expected to exceed $243,969  Funding for this project was included in the FY2016 Utility Fund CIP budget.
The Surveyor Ground Storage tank is located at Surveyor and Arapaho. 

The design for this project is budgeted in the Utilities Capital Projects Fund and is expected to take 6 months.  The project will begin in June 2016.

Next steps:  Once design is complete the Town will request bids from contractors to complete the rehabilitation and pipeline improvements.  Based on the current design scope, construction is estimated to take 12 months.
RECOMMENDATION:
Administration recommends approval.
