AGENDA CAPTION:
Review And Discuss The Current Transparency Policy And Practice And The Need For A Written Policy.
BACKGROUND:
At the March 28, 2017 Council meeting, Mayor Meier requested an item be placed on the agenda to discuss the current transparency policy and practice and the need for a written policy. Council motioned for the item to be discussed in a work session before action is taken.

The purpose of this agenda item is to review the Town's current transparency policy and practices to allow the City Council to discuss topics like, but not limited:
  • What is the town of Addison's policy on transparency;
  • Is the current policy clear and complete;
  • Should the town's transparency policy by in writing;
  • Does the policy reflect the way the Council and Staff aspire to conduct business on behalf of the residents we serve;
  • What guidance should be given by Council to Staff regarding how to communicate with residents;
  • What other transparency philosophies and practices should be considered as part of this discussion?

The attachment to this agenda memo outlines the issues and concerns Mayor Meier has shared on this topic. While transparency is widely acknowledged as a fundamental principle of good government, and there are state and local laws that govern how information is accessed, public meetings are held, etc., documented transparency policies are less common.
RECOMMENDATION:
Staff requests policy direction from Council.
