AGENDA CAPTION:

Present, Discuss, And Consider Action On A Resolution To Approve An Agreement For Professional Services With Wiss, Janney, Elstner Associates, Inc., For Engineering Services Related To Wind Turbine Structural Testing And To Authorize The City Manager To Execute The Agreement In An Amount Not To Exceed $109,200.

BACKGROUND:
In order to help determine the cause of the third failure of the wind turbines, Wiss, Janney, Elstner Associates, Inc. (WJE) will provide professional services related to wind turbine structural testing for the wind turbines that are on the water tower that is located at the intersection of Arapaho Road and Surveyor Boulevard in Addison, Texas.

The scope of services is outlined below:

Task 1 - Document Review
Several documents have been provided to WJE, for their review.  These will assist them to further understand the design, manufacture, and construction of the wind turbines, and the series of events related to the turbine failures.
 
Task 2 - Site Visit and Turbine Removal
WJE will perform a two day site visit as a follow up to their previous site visit in May 2016. The intent of this site visit will be to document the level of damage visually evident in the turbines and compare to previous observations from their 2016 site visit, as well as previous photographic documentation revealed from Task 1. They will also inspect the blade debris from the third failure that is currently in storage.  Two wind turbines from the water tower roof will be removed, disassembled, and shipped to their laboratory in Illinois for testing.

Task 3 - Laboratory Examination and Reporting
The wind turbine components will be examined in order to understand the damage and failure characteristics. Laboratory examination methods will include unaided visual, magnified stereo microscope, and metallurgical examination of the failure surfaces, as well as other selected sections in the turbine components. The examination will involve dissecting portions of the turbine components and render the turbine unfit for re-assembly. This means that once the testing is complete, the turbine will not be able to be reassembled for re-use on top of the tower. A report that describes the investigation and findings will be provided.

WJE will perform the work on a time and expense basis with an estimated budget as shown below. The estimated cost below includes a contractor’s expense of $22,000 for crane rental and shipping costs to send the removed turbines to the laboratory in Illinois.

All services will be performed in accordance with the Terms and Conditions for Professional Services, attached. Additional services, such as additional field investigations, material testing, additional deliverables, litigation services, and/or meetings that are not included in the scope described above will be performed on a time and expense basis at the rates that are in effect at the time the work is performed.

This is an unbudgeted expense which will be paid out of the Utility Fund. Staff will bring forward a budget amendment in the future to accommodate this expense as necessary.
RECOMMENDATION:
Administration recommends approval.
