Consider A Resolution Authorizing The City Manager To Enter Into A Professional Services Agreement With Garver, LLC, To Complete A Detailed Assessment and Evaluation of the Kellway Sanitary Sewer Lift Station And To Develop A Capital Improvement Program For The Contract Amount of $81,488.
BACKGROUND:
The Town owns a sanitary sewer lift station located on Kellway Circle.  Since sewer services are designed to flow on a gravity basis, it is sometimes necessary to install a lift station that will pump wastewater or sewage from a lower elevation to a higher elevation so that it can continue to flow by gravity.  The Town's sewer system feeds into the Kellway Lift Station and is there lifted to a higher elevation so that it can continue to flow by gravity from there. 

The Kellway Lift Station was built in 1998 to convey wastewater from the northern part of Town south into a deep sewer tunnel system that is then treated at a Trinity River Authority (TRA) wastewater treatment plant.  This facility houses very complex components, such as pumps, motors, intricate piping, complex electrical and control systems, and detailed structural elements.  Town staff performs routine maintenance of the facility based on industry best practices and monitors the operations of the pumps and motors.  These measures help to ensure that the various assets remain viable components of the lift station throughout their normal service lives.  Although staff can perform these routine tasks, more in-depth assessments should be performed by specialized wastewater engineers and contractors. To date, an assessment has never been performed on this facility. As part of our overall asset management program, we are currently performing assessments of all the infrastructure facilities to determine their general state of repair and develop a comprehensive capital improvement program. Garver, LLC is qualified to perform these services. 

As a part of this assessment, Garver will perform the following services:
  • Prepare and perform an asset inventory
  • Assess each asset and document its condition including structural, electrical and instrumentation, and process and mechanical sub-fields
  • Provide improvement recommendations for the Town's computerized monitoring system Supervisory Controls and Data Acquisition System (SCADA)
  • Evaluate and recommend capacity and process control improvements
  • Evaluate the facilities current compliance with the Texas Administrative Code (TAC) Chapter 217
  • Provide opinion of probable costs for projects
  • Prepare Capital Improvements Plan (CIP)

A detailed description of each task can be found in the Exhibit A Scope of Services in the agreement that is attached.

Upon completion of this assessment and evaluation the Town will be able to incorporate the CIP recommendations into the overall Utility Fund CIP.  This CIP will be the basis for future funding and rate discussions.

The overall project is expected to take 6 months to complete upon receipt of the notice to proceed (NTP).  The cost for the project is not expected to exceed $81,488 and is budgeted for in the Utilities Capital Projects Fund.

RECOMMENDATION:
Administration recommends approval.
