AGENDA CAPTION:
Consider Action to Approve a Resolution Approving the Agreement for Professional Engineering Services Between the Town of Addison and Kleinfelder, Inc., for the Design, Bid and Construction Phase Services Associated with the Celestial Ground Storage Tank Improvements Project in an Amount Not to Exceed $154,589, and Authorizing the City Manager to Execute the Agreement.
BACKGROUND:
In September 2013, the Town approved an agreement with Kleinfelder, Inc., to perform an assessment and evaluation of the Town's water storage facilities. The recommended improvements have been made to the Addison Elevated Storage Tank and the Surveyor Ground Storage Tank.

The Celestial Ground Storage Tank (GST) has been in operation since 1988.  It holds 6 million gallons of water and is the largest water storage facility owned by the Town. It is constructed of a composite precast concrete roof and 69 support columns. The 2013 assessment evaluated the tank based on the Texas Commission on Environmental Quality (TCEQ) requirements related to the external and internal components, safety, and security.

If approved by Council, this action would approve a professional services agreement with Kleinfelder to provide design, bidding phase, and construction management phase services related to the recommended improvements to the Celestial GST. Kleinfelder's design services will include an updated assessment of the condition of the tank (dive inspection of the interior and a visual assessment of the exterior of the tank). Kleinfelder will provide a set of construction drawings, specifications, and an opinion of probable construction cost for the rehabilitation of the Celestial GST. Once the design has been reviewed and approved by staff, Kleinfelder will provide bid phase and construction administration services that will include pre- and post-bid services.

The recommended improvements will be advertised on BidSync. Once a qualified contractor is selected, Kleinfelder will provide construction observation services, that will include periodic site visits, review of the overall activities, and the progress of the project.   

Kleinfelder, Inc., has provided many design services to the Town over the last several years and have performed those services in a professional and competent manner. 

The amount of this agreement is not to exceed $154,589. This is well under the $240,000 budgeted for this work in the current fiscal year. Funding for the design contract and the improvements are included in the Utility Capital Improvements Program budget. The construction component of this project is projected at $1.7M in Fiscal Year 2020 with a total project budget of $1.94M.  
RECOMMENDATION:
Administration recommends approval.
