AGENDA CAPTION:
Consider Action to Approve a
Resolution for an Agreement with FNH, Inc., for Infrastructure Construction and Services from the Addison Capital Improvements Program Phase I Dooley Road & Prestonwood Shopping Center Waterline Improvements and Authorize the City Manager to Execute the Agreement
in an Amount not to Exceed $793,055.
BACKGROUND:
In 2015, Council authorized a professional services contract with Stantec (formally Bury) to complete a comprehensive assessment and Capital Improvement Program (CIP) for the Town's potable water system.
The assessment, which was completed in 2016, included a CIP plan that identified 26 projects that include the replacement or up-sizing of existing waterlines. The identified projects were prioritized using a risk-based methodology that includes scores for the Consequence of Failure (CoF) and the Likelihood of Failure (LoF). The CoF value measures the impact that a particular water infrastructure component would have if it failed. The LoF metric is used to measure the potential or probable failure of any given water infrastructure component.
The two projects that received the highest scores are:
The replacement of approximately 650 linear feet of ductile iron pipe located just east of the Prestonwood Shopping Center on Belt Line Road
The removal of approximately 500 lineal feet of asbestos concrete water line that runs along Dooley Road just west of the Addison Airport
The scope of each project includes the removal and replacement of the existing waterline, reconnection of existing service lines, replacement of the existing pavement, and installation of all associated water appurtenances. The design for the improvements was completed in March 2018. The improvements in both locations were advertised on BidSync as one project and the bids closed on April 12, 2018.

The lowest, responsible bidder is FNH Construction, LLC. Staff has checked their references and find them capable of performing this work. They come very highly recommended. A third bidder did submit a bid but it was received after the deadline. Therefore, the bid was not accepted.
There are sufficient funds for these projects in the Utility Capital Project Fund. The total budget for these projects is $1,100,000. Of that amount, $136,129 was used for design, which leaves a remainder of $963,871 for construction. The project is expected to take four months to complete.
RECOMMENDATION:
Administration recommends approval.
