Optimize the Addison Brand

AGENDA CAPTION:
Consider Action to Approve a Resolution for an Agreement with Municipal Code Corporation for Website Design Services for the Town's Main Website and Six (6) Microsites and Authorize the City Manager to Execute the Agreement in an Amount not to Exceed $58,800.
BACKGROUND:
The Town’s current website went live during Fiscal Year (FY) 2014.  Since that time, the Town has solicited feedback from residents and businesses during FY2016 and FY2017 to gauge satisfaction of website users.  The results indicated that both ease-of-navigation and layout/design were rated at 3 (Average) on a 1-5 scale (Very Dissatisfied to Very Satisfied).  Due to a variety of factors that include the survey feedback, American Disability Act (ADA) requirements, and the Town’s desire to create a portal for news, events, and city information,Town staff initiated a Request for Proposal (RFP) during the second quarter of FY2018 to redesign the Town's website.
 
The Town received proposals from 18 website vendors, ranging from $30,000 to $500,000 for the work.  Staff reviewed the proposals and have selected Municipal Code Corporation (MCC) as the vendor.  MCC was the 2nd lowest bid. The low bid did not provide all the services that the Town requested in the RFP. 
 
The scope of work includes the creation of the main website and six (6) microsites, which include Police Careers, Visit Addison, Addison Conference and Theatre Centre, Addison Airport, Economic Development, and Courts.  Some of the goals of the new website is to make it more user-friendly and visually appealing, address cyber security issues, and compliance with the ADA requirements.

The projected timeline for the redesign work is estimated between six and seven months, and the target go-live date for the new Addison website and microsites is at the end of December 2018. The work would begin immediately after Council approval.

The cost for this agreement is not to exceed $58,800. These fee includes all services included in the RFP plus hosting and support. Of this amount, $48,000 is a one-time expense, and $10,800 is recurring for hosting and maintenance. Funds are budgeted for in the General Fund, Hotel Fund, Economic Development Fund, and Airport Fund.
RECOMMENDATION:
Administration recommends approval.
