AGENDA CAPTION:

Consider Action on a Resolution Updating Resolution R16-002 by Adopting the 2020 Dallas County Multi-Jurisdiction Hazard Mitigation Plan.

BACKGROUND:

The Federal Disaster Mitigation Act of 2000 and Federal Emergency Management Agency (FEMA) require communities to adopt a hazard mitigation action plan to be eligible for certain disaster related federal funding. FEMA also requires these plans to be updated every five years to maintain funding eligibility.

The Town of Addison meets these requirements by partnering with Dallas County and 19 other communities in the Dallas County Multi-Jurisdictional Hazard Mitigation Plan (Plan). The Plan was approved by Council on January 12, 2016. The required five year update to the Plan was submitted to FEMA and was deemed "approvable pending adoption." This agenda item completes the adoption requirement to maintain the Town's eligibility.

The Plan is a tool used to formulate projects to mitigate the various identified hazards (ex. flooding, tornado, etc.) that can impact the Town. The plan is an extensive document of over 900 pages. A link to the full document is provided in the attachment titled Dallas County HMAP April 2020.

Two sections of the Plan that are specific to Addison have been extracted from the larger document and attached. Section 17 provides a status update (completed, on-going, or no longer a priority) for the actions proposed in the 2015 version of the Plan. Section 18 presents hazard mitigation actions for Addison in the updated Plan. The extracted sections are provided in the attachment titled Dallas County HMAP Sections 17 & 18.

RECOMMENDATION:

Administration recommends approval.
