On March 31, 2020, Bid #20-94 including a base bid with two bid alternates was advertised. The base bid was for reconstruction of George Haddaway Drive in concrete, from the new vehicle access gate at the Fuel Farm to the vehicle service road. The first bid alternate includes pavement replacement in the areas west and south of the fuel farm with new concrete. The second bid alternate was to replace a strip of pavement on the landside of the new (relocated) vehicle access gate (Gate 3).
On-airport fuel trucks previously used Taxilane Quebec to access the Fuel Farm; the Galaxy FBO redevelopment has eliminated Taxilane Quebec, requiring on-airport fuel trucks to access the fuel farm via George Haddaway Drive. This project will reconstruct George Haddaway Drive in concrete, from the Airport perimeter road to the Fuel Farm entrance, as well as reconstruct the pavement directly west and south of the Fuel Farm that is used by on-airport fuel trucks. The new road will accommodate 5,000-gallon fuel trucks, which have been in service at the airport for several years. The airfield access gate (Gate 3) has previously been moved closer to Addison Road as part of an earlier construction project.
This project is necessary in order to maximize the Galaxy FBO redevelopment area. It will also improve safety for airport fueling operations by replacing failed pavements that are used daily by on-airport fuel trucks. The two bid alternates are detailed in the table below:

McMahon Contracting, LP was determined to be the lowest responsive bidder with a combined price for the base bid plus bid alternate #1 of $652,824.90
Airport staff have chosen not to pursue bid alternate #2, preferring instead to redesign the entire entrance to George Haddaway Drive, adding storm water drainage. The entrance area pavement remains serviceable; in addition, it is less critical than the George Haddaway Drive and fuel farm area pavements, which have failed. Based on the bid prices and the airport's priorities for reconstruction, airport staff and our engineering consultant recommend award of the base bid and bid alternate #1 to McMahon Contracting, LP as the lowest responsive bidder.
McMahon Contracting, LP has performed work on Addison Airport in the past. They constructed the concrete drainage channel, side slope protection, and the vehicle bridge at the northwest end of the Airport in 2016. Airport staff and our engineering consultant (Garver) are satisfied with McMahon Contracting, LP’s references and work experience. The project is scheduled to be completed in 80 days.
The budget for this reconstruction is $753,000. The proposed bid award is well within the available budget for the Fiscal Year 2020 Airport Capital Expenditures.
