AGENDA CAPTION:
Present, Discuss, and Consider Action on a Resolution to Approve a Software License and Services Agreement Between the Town of Addison and Paradigm Traffic Systems, Inc., for the Evaluation, Consultation, Implementation, Customization and Configuration of an Advanced Traffic Management System and Authorize the City Manager to Execute the Agreement in an Amount Not to Exceed $598,600.00.

 

BACKGROUND:
During the fall of 2018, the Addison City Council first discussed the need to identify, define, and prioritize important projects necessary to maintain the Town’s infrastructure and prominent competitive position among its Metroplex peers. Ongoing discussions, partly driven by the institution of a structured Asset Management process initiative, resulted in the decision to create a Bond Advisory Committee to explore these needs and to recommend actions to the Mayor and City Council.
 
As part of the Committee’s work, staff made presentations regarding each functional area of the town having bond-eligible needs and following the last of the functional presentations, the Committee and staff identified 21 projects. The Advanced Traffic Management System (ATMS) was one of the 21 projects.
 
As a result of the Bond Advisory Committee’s recommendations which were presented to the Addison City Council on June 11, 2019, the Addison City Council decided to hold a bond election for five (5) separate propositions on November 5, 2019. Proposition E: Advanced Traffic Management System in an amount of $600,000 was one of the elected/approved bond projects by the Addison residents.
 
The purpose of this project is to replace the core components of the existing, outdated traffic management system, communication systems, and preemption system for public safety purposes. A Request for Proposals (RFP) was issued on January 13, 2020 and was closed on February 13, 2020. Two proposals were received. Paradigm was chosen as the preferred provider. The proposed system will upgrade/replace the core infrastructure, cellular units, communication equipment, and traffic signal preemption units.
 
The systems advantages include:
  • On demand wireless video streaming for 37 intersections, including existing video capabilities;
  • Integrated battery backup for power fail reporting;
  • Remote monitoring for 37 intersections;
  • Minimizes communication outages at the intersections; 
  • Maximizes the efficient movement of vehicles and pedestrians throughout the Town;
  • A new preemption system that allows for the preemption to take effect when the emergency vehicle is within the set radius for that intersection, which allows for traffic to clear in front of the first responder's vehicles and drastically cut down emergency response times; 
  • Preemption capable of working through tunnels, overpasses, and between buildings; 
  • Allows the Fire Department to monitor travel times and check effectiveness of system for fine tuning; and 
  • Under this agreement Paradigm will be fully responsible for the maintenance, support, upgrade, and replacement of any components of the proposed system, including any third party hardware, software, and services and pay for any monthly and/or annually charges for the third parties services that are included in their proposed system (e.g. 5g air card, TravelSafety mobile APP, etc.). 

This item is funded through proposition E of the 2019 bond election, and the total 10-year cost of ownership for the proposed system is $598,600. The project is under the budgeted amount of $600,000. 
RECOMMENDATION:
Administration recommends approval.
