AGENDA CAPTION:
Consider Action on Two Change Orders Associated with the Rehabilitation of the Airport Service Road and the Fuel Farm Exit Lane in the Amount of $58,015. 
BACKGROUND:
This item is to approve change orders #1 and #2 for Nu-Way Construction’s contract for infrastructure and development services related to the Addison Airport Fuel Farm exit relocation, perimeter road relocation, and miscellaneous concrete repairs which increases the project cost from $633,907.11 to $691,922.11.

On August 27, 2019, Council approved a contract between the Town of Addison and Nu-Way Construction, LLC to relocate the airport fuel farm exit, move a portion of the airport perimeter road to prepare for the Galaxy FBO construction, and various repairs along the perimeter road. The amount approved was for $633,907.11. Nu-Way Construction was the lowest bidder and was awarded the work. 

The original contract included:
  • Relocation of the south ~800 feet of the vehicle service road east of Taxiway Alpha to provide for additional ramp (aircraft parking) space for the Galaxy FBO development
  • Relocation of the landside exit lane from the fuel farm to Addison Road, used by tanker trucks delivering fuel from refineries to the fuel farm; the relocation was to make additional space available for the Galaxy FBO development
  • Repairs to failed areas of the vehicle service road east of Taxiway Alpha, including in particular a large area immediately west of the American Flyers south ramp; and
  • Repairs to a failed area at the east end of Taxilane Tango in front of the American Flyers north hangar
 
Change order #1 includes adjustments for site conditions (requiring more lime stabilization of soils in certain areas) and adjustments to accommodate the Galaxy FBO development, in particular leaving a “gap” in the vehicle service road where a new connector will be built (by Galaxy’s contractors, at their expense) from the Galaxy FBO ramp to Taxiway Alpha. These changes do not add any contract time; the original contract schedule is attached.
 
Change order #2 adds new work, specifically relocation of Gate #3 from the west end of George Haddaway drive to a point further east, much closer to the fuel farm and Addison Road. This is needed to secure the airfield and transition from using Taxilane Quebec (now part of the Galaxy FBO development) to using George Haddaway Drive for on-airport access to the fuel farm. This work adds 50 days to the contract time. It was originally contemplated to do this work with in-house labor. However, after discussions with the engineer and Nu-Way Construction, it was determined that Nu-Way could do the work much faster and for a very favorable price because they were already mobilized on site for similar work, namely relocation of the fuel farm exit lane (which included relocation of a large gate).
 
The scope of work changes for each change order is outlined below:

There was $720,000 budgeted for this project in the fiscal year 2020 budget, and the funds are available from the airport's CIP funds.
