AGENDA CAPTION:

Consider action on an Ordinance repealing Chapter 18 Article III "Existing Building Code" of the Addison Code of Ordinances.

BACKGROUND:

The International Existing Building Code was created to help with older, and many times historic, buildings to be remodeled without requiring full compliance with newer Building and Fire Code regulations. Unfortunately, the code is very complicated and difficult to interpret. Three different possible compliance avenues exist within the code and most design professionals do not understand how to properly apply code requirements. As stated above, the code is primarily intended for older buildings, of which Addison has very few. Staff is of the opinion that adequate flexibility exists within the 2024 editions of the Building, Fire, and Property Maintenance Codes. Application of the regulations of the Building, Fire and Property Maintenance Codes is easier for design professionals to understand and is preferable to the adoption of the Existing Building Code.

Staff is recommending that the Council repeal the adoption of the 2018 International Existing Building Code.

RECOMMENDATION:

Administration recommends approval.
