AGENDA CAPTION:
Present, discuss, and consider action on a Resolution approving a Professional Services Agreement (PSA) between the Town of Addison and Garver, LLC for engineering design, environmental, and bidding services for the airport east vehicle service road (VSR) reconstruction project in an amount not to exceed $133,000 and authorizing the City Manager to execute the agreement and provide an effective date.

 

BACKGROUND:
The purpose of this item is to approve a Professional Services Agreement (PSA) between the Town of Addison and Garver, LLC (Garver) for engineering design, environmental, and bidding services for a project to reconstruct a section of the airport's east vehicle service road (VSR) and three connectors to the Atlantic Aviation ramp.

Through a Request for Qualifications selection process administered by the TxDOT Aviation Division in 2022, the Town of Addison selected Garver as the Addison Airport Engineer of Record to provide engineering design services for all grant-funded airport capital projects. Addison Airport additionally retains Garver for on-call engineering services and, as proposed in this case, for other significant capital projects. The scope of services for this project includes design, issue for bid documents, bidding services, and environmental services. Garver's proposed fee for this scope is $133,000.

The airport vehicle service road (VSR) on the east side of Taxiway Alpha serves ground vehicle traffic in support of airport operations. The VSR has failed in multiple locations and needs to be reconstructed. In addition, three connectors from Atlantic Aviation's ramp -- two to Taxiway Alpha and one to Taxilane Tango -- are also failing and in need of reconstruction.

The east VSR reconstruction project was included in the FY2024 capital budget, with $120,000 allocated for design and $600,000 for construction. The scope of the VSR reconstruction project was expanded with the inclusion of the three connectors to the Atlantic Aviation ramp. Reconstruction of the connectors was also provided for in the FY2024 budget, but as part of a Developer Participation Agreement (DPA) with Atlantic Aviation, with $625,860 allocated for that purpose. The VSR and the connectors will be reconstructed using concrete. Airport staff elected to discontinue pursuit of the DPA with Atlantic Aviation because of their choice to reconstruct their ramp using asphalt, which resulted in high unit costs for the concrete needed for the connectors. Adding the connectors to the VSR reconstruction project is more cost-effective, and funding for construction will be redirected from the abandoned Atlantic Aviation DPA.


 
RECOMMENDATION:
