WORK SESSION
The Addison City Council will convene in the Acacia Room beginning at 5:00 PM.
 
1.   Call Meeting to Order and Announce that a Quorum is Present.
 
2.  
Citizen Comments on the Consent Agenda Items. This item allows citizens to speak on any item listed on the Consent Agenda prior to its consideration. Citizen comments are limited to three (3) minutes, unless otherwise required by law. To address the Council, please fill out a City Council Appearance Card and submit it to a staff member prior to the beginning of this item.
 
3.   Council Member Clarification Requests Regarding Consent Agenda Items.

4.   Closed Meeting. The Addison City Council will enter a Closed Meeting pursuant to Texas Government Code Sections 551-071 through 090 to discuss the following item(s):
 
a.   Section 551.087(1):  Economic Development Negotiations to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations:
  • Addison Circle Transit Oriented Development Project
 
5.   Open Meeting. In accordance with Texas Government Code Chapter 551, the Addison City Council will reconvene in an Open Meeting to consider action, if any, on the matters discussed in the Closed Meeting.
 
6.   Work Session Reports
 
a.   Provide and discuss presentations from representatives of Housing Forward and Metrocrest Services regarding housing and homelessness.
 
b.   Present and discuss the proposed adoption of the 2024 edition of the International codes and the 2023 edition of the National Electrical Code.
 
c.   Present and discuss an update on Taste Addison 2024.
 

COUNCIL MEETING
The Addison City Council will convene for a Council Meeting beginning at 7:00 PM in the Council Chambers.

Public Comment. The City Council invites citizens to address the City Council on any matter, including items on the agenda, except public hearings that are included on the agenda. Comments related to Public Hearings will be heard when the specific hearing starts. Citizen comments are limited to three (3) minutes, unless otherwise required by law. To address the Council, please fill out a City Council Appearance Card and submit it to a staff member prior to the Public Comment item on the agenda. The Council is not permitted to take any action or discuss any item not listed on the agenda. The Council may choose to place the item on a future agenda.

Consent Agenda. All items listed under the Consent Agenda are considered routine by the City Council and will be enacted by one motion with no individual consideration. If individual consideration of an item is requested, it will be pulled from the Consent Agenda and discussed separately.
 
a.   Consider action on the Minutes from the April 9, 2024 City Council Meeting.
 
b.   Consider action on a Resolution approving the purchase and installation of upfitting equipment for 19 Police Department vehicles and authorizing the City Manager to execute the purchase in an amount not to exceed $489,103.92. 
 
c.   Consider action on an Ordinance amending Chapter 18 Article II "Building Code" of the Addison Code of Ordinances, adopting the 2024 edition of the International Building Code with amendments.  
 
d.   Consider action on an Ordinance repealing Chapter 18  Article III "Existing Building Code" of the Addison Code of Ordinances.
 
e.   Consider action on an Ordinance amending Chapter 18  Article IV "Residential Code" of the Addison Code of Ordinances, adopting the 2024 Edition of the International Residential Code with amendments.
 
f.   Consider action on an Ordinance amending Chapter 18  Article V "Electrical Code" of the Addison Code of Ordinances, adopting the 2023 edition of the National Electrical Code with amendments.
 
g.   Consider action on an Ordinance amending Chapter 18  Article VI "Mechanical Code" of the Addison Code of Ordinances, adopting the 2024 edition of the International Mechanical Code with amendments.
 
h.   Consider action on an Ordinance amending Chapter 18  Article VII "Plumbing Code" of the Addison Code of Ordinances, adopting the 2024 Edition of the International Plumbing Code with amendments.
 
i.   Consider action on an Ordinance amending Chapter 18  Article VIII "Fuel Gas Code" of the Addison Code of Ordinances, adopting the 2024 Edition of the International Fuel Gas Code with amendments.
 
j.   Consider action on an Ordinance amending Chapter 18  Article XI "Swimming Pool and Spa Code" of the Addison Code of Ordinances, adopting the 2024 Edition of the International Swimming Pool and Spa Code with amendments.
 
k.   Consider action on an Ordinance amending Chapter 34  Article VII "Property Maintenance Code" of the Addison Code of Ordinances, adopting the 2024 Edition of the International Property Maintenance Code with amendments.
 
l.   Consider action on an Ordinance amending Chapter 38, Article II "Fire Code" of the Addison Code of Ordinances, Adopting the 2024 edition of the International Fire Code with amendments.
 
m.   Consider action on a Resolution authorizing the use of Eminent Domain for the acquisition of permanent right-of-way for Dallas Area Rapid Transit (DART) to construct Phase 2 of the Cotton Belt Trail in Addison, with limits east of Surveyor Blvd to the Dallas North Tollway and at Marsh Lane.
 
n.   Consider action on approving Change Order #1 to Kimley-Horn and Associates for the Montfort Drive Reconstruction Project design and authorize the City Manager to execute the Change Order agreement in an amount not to exceed $294,300.
 
o.   Consider action on an Ordinance amending Chapter 26, "Courts," of the Addison Code of Ordinances, by adding Section 26-6, "Collection Fees," for the purpose of imposing a collection fee in the amount of thirty percent (30%) of the total amount due to defray the costs of collection of delinquent fines, fees, and costs imposed by the Addison Municipal Court.
 
p.   Consider action on a Resolution approving an agreement for Municipal Court Fines and Fees Professional Collection Services with Linebarger Goggan Blair & Sampson, LLP, as special counsel to perform all legal services necessary to collect delinquent fines, fees and court costs imposed by the Addison Municipal Court, and authorizing the City Manager to execute the agreement.
 
5.   Public Hearings.
 
a.   Hold a public hearing, present, discuss, and consider action on a request to amend Planned Development (PD) Ordinance No. O23-8, for a 13.7± acre property generally located at the southeast corner of Addison Road and Festival Way and the northeast corner of Quorum Drive and Arapaho Road, to allow a transit-oriented mixed used development comprised of multifamily residential, office, parking, restaurant, retail, and entertainment uses, and associated public and private open space and common areas. Case 1910-Z/Addison Circle Station – Phase I Amendment.
 
b.   Hold a public hearing, present, discuss, and consider action on a request to amend the development plans for Planned Development (PD) Ordinance No. O23-9, for a 2.0± acre property located at the southeast corner of Addison Road and Festival Way, to allow for the development of an office building with ground floor retail/restaurant uses, a parking structure, site access drives, and Addison Road and Festival Way streetscape improvements on and adjacent to the development site. Case 1894-Z/Office & Parking Structure, Addison Circle Station – Phase I Amendment.
 
c.   Hold a public hearing, present, discuss, and consider action on a request to amend the development plans for Planned Development (PD) Ordinance No. O23-10, for a 2.3± acre property located at the southwest corner of Quorum Drive and Festival Way, to allow for the development of a multifamily residential tower with ground floor retail/restaurant uses, and Festival Way and Quorum Drive streetscape improvements on and adjacent to the development site. Case 1895-Z/Multifamily Tower, Addison Circle Station – Phase I Amendment.
 
d.   Hold a public hearing, present, discuss, and consider action on an Ordinance approving 2024 Standards of Care for the Town's youth recreation programs.
 
6.   Items for Individual Consideration.
 
a.   Consider action on a Resolution approving an unsubordinated ground lease between the Town of Addison and AMLI Residential Partners for development and operation of a mixed-use, residential building containing approximately 10,000 square feet of retail space and between 260-280 residential units in connection with the Addison Circle Area Transit Oriented Mixed-Use Development Project; authorizing the City Manager to execute the agreement; and providing an effective date.  
 
b.   Consider action on a Resolution approving an unsubordinated ground lease between the Town of Addison and AMLI Residential Partners for development and operation of a mixed-use, multifamily building containing retail space and approximately 400 residential units in connection with the Addison Circle Area Transit Oriented Mixed-Use Development Project; authorizing the City Manager to execute the agreement; and providing an effective date.  
 
c.   Consider action on a Resolution approving an unsubordinated ground lease between the Town of Addison and AMLI Residential Partners for development of three (3) stand-alone buildings comprising approximately 18,000 square feet of retail space for operation of retail, restaurant and/or entertainment uses in connection with the Addison Circle Area Transit Oriented Mixed-Use Development Project; authorizing the City Manager to execute the agreement; and providing an effective date.  
 
d.   Present, discuss, and consider action on a Resolution approving an amendment to the original professional services agreement with Westra Consultants for additional Professional Engineering Services for the Les Lacs Pond Improvements project, authorizing the City Manager to execute an agreement for an amount not to exceed $96,800.
 
7.  
Items of Community Interest. The City Council will have this opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition; a reminder about an upcoming event organized or sponsored by the Town of Addison; information regarding a social, ceremonial, or community event that was or will be attended by an Addison City Council member or an official; and, announcements involving an eminent threat to public health and safety in Addison that has arisen since posting this agenda.
 
8.   Adjourn Meeting.
 

NOTE: The City Council reserves the right to meet in a Closed Meeting at any time during this meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas Government Code, Chapter 551. Any decision held on such matters will be conducted in an Open Meeting following the conclusion of the Closed Meeting.
