AGENDA CAPTION:

Present and Discuss the Draft Report and Appendices for the Parks, Recreation and Open Space Master Plan.

BACKGROUND:

The FY 2018 budget included a decision package to prepare a city-wide Parks, Recreation and Open Space Master Plan. The previous plan was adopted by Council on May 26, 2009 and the majority of the items included in that plan had been implemented or were nearing completion.

Moore, Iacofano, and Goltsman, Inc. (MIG) was identified through Bid #17-180 (RFQ - Professional Services for Various Projects). On December 12, 2017 Council approved a professional services agreement with MIG for the Parks, Recreation and Open Space Master Plan. The total cost was not to exceed $125,000 and was budgeted for in the Self-Funded Project Fund.

On January 23, 2018 Council appointed citizens to the Parks Master Plan Special Project Committee to steward the project.

Between February and October of 2018 the Consultant held numerous meetings with the special project committee and staff and gathered public input to assess the community's Parks, Recreation and Open Space needs. As a result a draft report was developed by the Consultant and made available to the community for review.

The Parks Master Plan includes four phases:

Discover - Establish a plan foundation based on the Town's unique character
Imagine - Involve residents, employees and visitors in re-imagining parks and public space in innovative ways
Re-Create - Identify the key moves that will reinvent and redefine the park and recreation system of the future
Activate - Define investment/partnership options and an action plan to enhance the park, recreation and open space system

RECOMMENDATION:

Information only, no action required.
