AGENDA CAPTION:

Consider action on a Resolution awarding a contract for street crack sealing services to Adventus Materials Strategies LLC through the cooperative purchasing program The Interlocal Purchasing System (TIPS) in an amount not to exceed $80,615.54.

BACKGROUND:

The Town of Addison is committed to maintaining and preserving its roadway infrastructure. Crack sealing is a technique that extends the useful life of streets by preventing water and debris from entering surface cracks and joints in the pavement, which can lead to more significant and costly deterioration. Crack and joint sealing is a routine maintenance practice for asphalt and concrete roadways. By reducing water infiltration and minimizing the effects of freeze-thaw cycles and traffic stress, this process slows pavement deterioration. It also helps delay the need for more extensive and costly repairs, such as full rehabilitation or reconstruction, while mitigating the risk of further cracking and the formation of potholes.

This project will be done in the LeGrande?and?Les Lacs?Neighborhood areas. Some of the streets will have minimal crack sealing done, and others will have a large portion of the cracks sealed. The list of streets located in those neighborhoods that work is anticipated to include:

During the project, temporary lane closures or reduced access will be necessary. Traffic control measures will be in place to ensure safety for both workers and the public. The process is minimally disruptive. Crews clean the cracks or joints and apply a specialized sealant with limited impact to the surrounding pavement. The sealant cures quickly, allowing traffic to resume shortly after application. Once complete, the sealed areas will appear as narrow gray lines on asphalt and concrete. This work is anticipated to take about thirty days to complete and will commence when ambient temperatures allow for proper placement of the product.

To identify and prioritize maintenance needs, the Town utilizes an asset management system to monitor the condition of all public streets. In 2023, the Town contracted with Fugro to perform a comprehensive pavement condition assessment of every public street in Addison. This data was used to update the Town’s asset management system and guide our decision-making regarding street maintenance and rehabilitation projects. The streets in this area are currently rated in good to fair condition in the Town’s asset management system. This proactive maintenance program is intended to preserve those conditions and extend the pavement life, preventing the accelerated deterioration that occurs when maintenance is deferred.

To efficiently procure these services, Town staff recommends contracting with Adventus Materials Strategies LLC through the TIPS Cooperative Purchasing Program. The purpose of this cooperative is to purchase goods and services to avoid duplicate procurement efforts and obtain the benefits of volume purchasing. TIPS is a national purchasing cooperative located in Pittsburg, Texas and currently serves entities such as state and local governments and non-profit organizations. Requests for Proposals and Requests for Qualifications were advertised for two consecutive weeks on a local and national level as a part of this program. The scope of work under this contract includes the furnishing of all labor, materials, equipment, and incidentals necessary to perform street crack sealing.

FISCAL IMPACT

All bidding processes were completed by the TIPS cooperative. The TIPS cooperative purchasing program does not require any additional procurement processes for the Town. These services were approved by City Council as a part of the FY26 budget process for an amount of $150,000. The total cost of the proposed services will not exceed $80,615.54. Funding for this project is available and budgeted in the Town’s FY26 Street Self-Funded Projects Fund.

RECOMMENDATION

Staff recommends approval.
