AGENDA CAPTION:

Consider action on a Resolution approving a professional services agreement between the Town of Addison and TruePoint Communications and authorizing the City Manager to execute the agreement in an amount not to exceed $127,500.

BACKGROUND:

The Economic Development Department contracts for professional marketing services to support ongoing business retention, attraction, and visibility efforts. In advance of the 2026 calendar year, staff initiated a competitive procurement process for Economic Development marketing services.

A Request for Proposals (RFP) was issued on June 20, 2025, and closed on July 17, 2025. A total of 21 proposals were received. Following an initial review, seven firms were shortlisted and invited to participate in interviews. Proposals were evaluated and interviews were conducted by a selection committee consisting of Town staff.

Firms were evaluated based on overall qualifications and alignment with the Town’s Economic Development objectives. Based on the evaluation process, TruePoint Communications received the highest overall score and was selected as the finalist on September 15, 2025.

Following selection, staff conducted a strategy session with TruePoint Communications to refine priorities and develop a final Scope of Services aligned with Economic Development needs for 2026. TruePoint Communications is an Addison-based firm with experience providing marketing services to municipal and economic development organizations. The proposed agreement provides Economic Development marketing services for calendar year 2026, as outlined in the agreement’s Scope of Services.

FISCAL IMPACT

Contract Amount: Not to exceed $127,500
Contract Term: January 2026 through December 2026
Payment Structure: Monthly professional services, subject to City review and approval of invoices
Funding Source: Economic Development Fund

RECOMMENDATION

Staff recommends approval.
