AGENDA CAPTION:

Consider action on a Resolution approving an agreement with Segra for Dedicated Internet Access and Ethernet Local Area Network services pursuant to TIPS Contract No. 220105; in an amount not to exceed $22,320 yearly; authorizing the City Manager to execute all necessary documents; and providing an effective date.

BACKGROUND:

On December 10, 2024, the Council approved an Interlocal Cooperation Agreement (ILA) with the City of Allen to share data center rack space for disaster recovery and business continuity. This partnership enhances reliability, security, and operational efficiency while reducing costs by leveraging existing infrastructure in both cities.

The shared data center arrangement is a critical component of the Town’s disaster recovery strategy. To fully implement this project, a dedicated high-speed fiber connection between the City of Allen and the Town is required. This connection will enable secure, real-time replication of critical systems and data, ensuring continuity of operations in the event of a disaster.

Staff recommends approving a contract with Segra to provide fiber connectivity between the two cities. Segra was chosen for its ability to deliver a reliable, secure, and cost-effective solution that meets the technical requirements of both municipalities. Other vendors were not considered for this project because the Council previously approved a 10-year contract with Segra through a RFP process to install a private fiber ring for the Town’s use, ensuring consistency and leveraging existing infrastructure. This new agreement will result in savings of about $41,100 annually.

This solution provides:

Enabling of real-time data replication and failover capabilities.
Minimization of downtime and ensured services will continue uninterrupted during emergencies.
A private, dedicated fiber link for sensitive data.
Completed implementation of the previously approved ILA with the City of Allen.

This project aligns with the Town’s IT Strategic Plan and commitment to reliable disaster recovery and business continuity. Therefore, it is recommended to approve the contract with Segra for the fiber connection between the City of Allen and the Town of Addison to complete the disaster recovery and business continuity project.

FISCAL IMPACT

This item is budgeted in FY 2026 Information Technology department operating budget.

RECOMMENDATION

Staff recommends approval.
