The Town of Addison follows a proactive IT lifecycle plan to maintain reliability, security, and performance across its technology infrastructure. With growing cybersecurity threats and the need for advanced protection, the Town needs to upgrade its network security systems to safeguard municipal operations, sensitive data, and public services.
To address these concerns, staff obtained three (3) competitive quotes and chose Kudelski Security, an approved vendor under the Texas Department of Information Resources (DIR) Cooperative Contracts Program, which ensures cost-effective procurement, compliance, and streamlined purchasing for local governments. Kudelski Security offered the best value based on price, adherence to DIR requirements, and its ability to deliver the specified solution with full warranty and support.

Kudelski’s solution, a cyber security system, is comprised of five (5) major components:
- Hardware: Three (3) Check Point 9100 Base Appliances with SandBlast subscription.
- Firewall Software: Network security software that monitors and controls incoming and outgoing traffic based on predefined security rules. It acts as a barrier between trusted internal networks and untrusted external networks (such as the internet), blocking unauthorized access and filtering harmful data.
- Endpoint Protection Agent: Secures individual devices (computers, laptops, mobile phones) against cyber threats. It includes antivirus, anti-malware, data encryption, and advanced threat detection to prevent breaches at the device level.
- Managed Detection and Response (MDR) Service: A service that combines advanced threat detection tools with human expertise to monitor, identify, and respond to cyber threats 24/7. It ensures rapid incident response and minimizes the impact of security breaches.
- Mobile Protection (VPN) Software: Provides secure connectivity for mobile devices through Virtual Private Network (VPN) technology. It encrypts data transmitted over public or unsecured networks, ensuring confidentiality and integrity while enabling remote access to Town resources safely.
This upgrade will provide advanced threat prevention, centralized cloud management, endpoint and mobile protection, and scalable security architecture for future needs. It will also ensure compliance with cybersecurity best practices and reduce risk exposure.
Deployment will be carefully planned to minimize disruption to Town operations. Configuration will occur during business hours, with installation scheduled after hours or weekends as needed. The total cost is $659,308.72, which includes hardware, software, support, six-year warranty, and professional services. |
