AGENDA CAPTION:

Consider action on a Resolution to approve a contract with Lumar Corporation D/B/A Palm Springs Pool Service for Annual Fountain Maintenance and Repairs and to authorize the City Manager to execute the contract in an amount not to exceed $161,123.

BACKGROUND:

The Parks Department is responsible for the ongoing maintenance and repair of fountains located at Quorum Park, Le Grande Landscape Island, Bosque Park, Addison Circle Park, and Vitruvian Park. These services are provided through an annual maintenance contract with a qualified vendor. The scope of work includes turnkey services such as cleaning, chemical balancing, monitoring, and routine maintenance of all fountains and associated equipment. The selected vendor also provides repair services on an as-needed basis at predetermined hourly rates and mark-up for parts. The contract also includes maintenance of the splash pad at Addison Circle Park which is subject to strict operational, safety and documentation requirements governed by the Texas Pool Code.

Palm Springs Pool Service has provided fountain and splash pad maintenance services for the Town since 2014. The most recent contract was awarded by Council in 2020, and Palm Springs is currently performing these services for the Town.

On October 31, 2025, the Town solicited competitive sealed proposals via Bidnet for Bid No. 26-15, Fountain and Splash Pad Maintenance – Annual Contract. When bids closed on December 4, 2025, the Town received two proposals. Government agencies utilize Bidnet to publish, distribute and award contracts. Vendors receive exclusive bid opportunities directly from the buyers. Thousands of additional open solicitations are delivered to registered suppliers daily. A selection committee evaluated the submissions based on contractor qualifications and experience, proposal pricing, references and past performance. A summary of the bids is listed below:

Staff determined Lake Management’s proposal to be incomplete due to the omission of pricing for splash pad maintenance, which is a required component of the contract.

Based on the evaluation criteria and the completeness of the proposal, staff recommends awarding the contract to Palm Springs Pool Service. This agenda item is for the consideration of a contract with Palm Springs Pools Service for one year with four optional renewals.

FISCAL IMPACT

Funding for this contract, in the amount of $161,123 has been included in the FY2026 Budget in both the General and Hotel Funds which is $2,391 below the budgeted amount. This price includes maintenance and an additional amount of $46,644 for labor, repairs and additional cleaning.

RECOMMENDATION

Staff recommends approval.
