On October 14, 2025, Council approved a resolution establishing and appointing a Bond Advisory Committee to assess and review information and options related to a capital project to address the Town’s aging Police and Courts facility.
Specifically, Council asked the Committee to review and consider the following options and costs:
- To remodel the existing police and courts facility or build a new facility at the existing site;
- To purchase and remodel a vacant building;
- To construct a new Police and Courts facility on property currently owned by the Town and/or through the acquisition of new property.
The Bond Advisory Committee is made up of 14 members, with each Council Member appointing two Addison residents. The Committee, in addition to touring other Police and Courts facilities across the North Texas area, held three meetings on October 30, November 20, and December 4, 2025, and is scheduled to meet on January 8, 2026, to review and evaluate various capital project options for the Police and Courts facility.
Staff will provide the background and history of the current facility, share the building challenges, and an overview of the options reviewed by the Committee. Additionally, staff will provide the financial impact of each option reviewed and the Bond Committee’s recommendation to Council.

Another Council Work Session has been scheduled for the January 27, 2026 meeting for the Council’s continued review and discussion.
If a bond election is to be called for May 2026, an Ordinance would need to be considered and approved at the February 10, 2026 Regular City Council Meeting to meet the February 13, 2026 deadline to call an election in May 2026.
At the time of posting, a formal recommendation will not yet be available, as the Bond Advisory Committee is scheduled to meet on Thursday, January 8th to finalize its recommendation to City Council.
