AGENDA CAPTION:
Present, Discuss, and Consider Action on a Resolution Approving a Software License and Services Agreement Between the Town of Addison and Mark43, Inc., for the Evaluation, Consultation, Implementation, Customization, Data Conversion, and Configuration of the Software as a Service for a Police Records Management System and Authorize the City Manager to Execute the Agreement in an Amount not to Exceed $488,321.
BACKGROUND:
As the cities of Addison, Carrollton, Coppell and Farmers Branch planned the North Texas Emergency Communication Center (NTECC), the cities initially agreed to pursue a shared Records Management System (RMS). A RMS provides for the creation, storage, retrieval, and viewing of information, records, documents, and files pertaining to law enforcement operations such as incident and accident reports, arrests, citations, warrants, case management and field contacts.
 
Due to a delay in establishing the NTECC, the cities of Coppell and Farmers Branch decided to retain their current RMS vendors and interfaced it with the NTECC. This left Addison and Carrollton to determine how best to proceed with a RMS solution.

The Town's existing RMS was purchased from TIBURON and IBM in 1999. It was updated in 2009.  After careful evaluation, Addison and Carrollton determined that it would be more efficient (monetarily and operationally) to partner in the procurement and implementation of a new RMS system that will integrate/interface with the existing systems provided by NTECC.

A Request for Proposal (RFP) for a joint RMS was developed and released. A total of five (5) proposals were received from ICS, Mark43, Superion, Tritech and Tyler Technologies. A thorough evaluation of the five vendors was conducted utilizing the evaluation criteria of Demonstrated Confidence (25%), Qualifications (25%), Price (20%) and Application Capabilities (30%). Mark43 Inc. earned the best ranking.    
 
Budgetary Impact
The total cost of implementation, including professional services, training, data conversation, and license fees for 5 years is $488,321. This is a budgeted item from remaining 2012 Consolidated Dispatch Bond Funds. 
 
The Addison Police Department was one of 13 agencies selected to receive grant funding under the FY2019 NCS-X NIBRS Implementation Assistance Program. This $95,000 grant to Addison will be paid as a reimbursement after the system is operational.    
RECOMMENDATION:
Administration recommends approval.
