AGENDA CAPTION:
Consider action on a Resolution approving an agreement for professional engineering services between the Town of Addison and Alliance Geotechnical Group Inc. to perform materials testing services as quality assurance for the materials utilized in the construction of the Keller Springs Reconstruction Project and authorize the City Manager to execute the agreement in an amount not to exceed $118,240.
BACKGROUND:
The purpose of this item is to authorize a professional services agreement with Alliance Geotechnical Group in an amount not to exceed $118,240.

Material testing services are required to ensure the quality and consistency of the materials and workmanship the construction contractor utilizes to complete the Keller Springs Road Reconstruction Project. The Town issued a Request for Qualifications (RFQ) during the summer of 2017 for general engineering and design services. This RFQ resulted in a list of pre-qualified firms to perform engineering services within the Town.  In addition to being on this pre-qualified list, Alliance Geotechnical Group was selected based on the quality of their work on previous projects with the Town, their extensive experience on similar projects, and their ability to provide the required amount of seasoned testing technicians needed to keep up with the magnitude of materials that will be installed during construction of the Keller Springs Reconstruction Project.

The Scope of Work is detailed in Exhibit A of the Professional Services Agreement. Anticipated testing required during the Keller Springs Reconstruction Project construction includes soil identification, compaction and control testing, aggregate and concrete testing, asphalt testing, coring services, structural steel, drilled shaft inspections, and other services as requested by the Town.

The timeline for these services will depend on the construction contractor's schedule for the Keller Springs Reconstruction Project and is estimated to be performed over a twenty-four-month period. This agreement will be funded from the 2019 Bond Funds for Keller Springs Road and is in line with the Keller Springs Project Budget. 
RECOMMENDATION:
Administration recommends approval.
