AGENDA CAPTION:

Consider Action on a Resolution Approving an Agreement Between the Town of Addison and Felix Construction Company for the Surveyor Pump Station Electrical Improvements and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $620,100.

BACKGROUND:

The purpose of this item is to award a contract to Felix Construction Company for the construction of the Surveyor Pump Station Electrical Improvements project. The scope of work for this project will consist of upgrading various electrical components, instrumentation, and controls serving all three pumps at the Surveyor Road Pump Station to bring it to current standards to improve system reliability and safety. The electrical and control system for the Surveyor Pump Station was installed in the 1980s and has reached the end of its service life. After 40 years of service, most of the electrical components at the pump station are becoming difficult to acquire.

On January 11, 2022, City Council authorized a Professional Services Agreement with Kleinfelder for design services of the Surveyor Pump Station Electrical Improvements due to their prior experience with the Town's Utility Infrastructure systems. The design for this project was completed in January 2023.

On January 3, 2023, the project was advertised for bid on CIVCAST, and bids were closed on February 7, 2023. The Town received a total of three bids. Felix Construction has been determined to be the lowest responsible bidder. Kleinfelder has checked Felix's references and recommends that they be awarded the contract for $620,100. Felix Construction has done previous projects with the Town and has always performed its duties well.

If the contract is approved, a limited notice to proceed to order needed parts will be issued by the beginning of May 2023. Construction is anticipated to be performed in phases due to supply chain issues and long-lead times for items. The start of construction may be delayed by as long as 16 weeks. Construction is currently anticipated to start in the early fall of 2023 once materials are procured and delivered. The work associated with this project is within the overall budget of $980,000 in the Fiscal Year 2022 Utility Capital Improvement Funds.
