Consider Action on a Resolution Approving a Professional Services Agreement Between the Town of Addison and RJN Group for a Water Main Condition Assessment and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $79,660.

The purpose of this item is to approve a Professional Services Agreement (PSA) with RJN Group (RJN) to perform a condition assessment on the 8" cast iron water main that runs north/south from George Bush Elementary to Belt Line Road, along the Redding Trail.

Since this waterline is shown to be at the end of its useful life in the Water Master Plan, this project aims to evaluate the pipeline's structural integrity and determine the remaining useful life. This project will use non-destructive testing, and excavation to uncover the pipeline will be minimal.

The scope of work for these services will include the following:

• Project Administration and Management
• Pipeline Health Check
• Leak Detection with CCTV
• Broadband Electro-Magnetic (Optional)
• Report and Condition Assessment Recommendation
• Project Awareness Support (No Cost)

A more detailed description of these services can be found in the PSA, Exhibit A, of the Resolution.

RJN was selected for these services based on their specialization in condition assessments and underground infrastructure solutions. The Town has worked with RJN in the past to help identify the location of water main leaks and was very satisfied with their service.

These services were approved as a decision package, are budgeted out of the fiscal year 2023 utility budget, and are within budget.
