The purpose of this item is to approve a Professional Services Agreement (PSA) with Stantec to complete the validation of Capital Improvement Plan (CIP) projects for the water and wastewater systems.
The Town of Addison completed a Water Master Plan in 2016 and a Wastewater System Master Plan in 2017. Both plans included updates to the respective hydraulic models and established CIP projects. The Town is looking to better define the development density or other system conditions that will trigger these CIP projects. This project will utilize the Town's existing hydraulic models to tie the water and wastewater CIP projects to a specific density or triggers that will inform Town staff when a project should be implemented. A summary sheet will be created for each project that contains a project map, identifies significant project components, and lists the specific triggers that signal when a project is needed.
The scope of work for these services will include the following:
- Project Management and Meetings
- Data Collection and Review
- CIP Validation
- Draft and final CIP Validation Report

Stantec was selected for these services based on their specialization with the Town's water models, familiarity with the water master plan, and experience with the Town.
These services were approved as a decision package, are budgeted out of the Fiscal Year 2023 utility budget, and are within budget.
