Consider Action on a Resolution Approving an Agreement Between the Town of Addison and Texas Air Systems for the Purchase of Heating, Ventilation, and Air Conditioning Equipment for the Addison Police and Courts Facility and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $121,909.00.

On November 5, 2019, voters approved Proposition D which included $7,395,000 for facility improvements at existing municipal facilities including the replacement of Heating, Ventilation and Air Conditioning (HVAC) systems. The Phase Two HVAC Replacement Project includes the replacement of HVAC systems at the Police and Courts Facility. 

Detailed design specifications and drawings were created by an engineering consultant for this project. Staff, along with the Town's representative McKinstry, solicited quotes for HVAC equipment from two qualified vendors who are part of purchasing cooperatives. Purchasing cooperatives are entities that bid services and products for their members to provide the leverage to achieve better pricing on products, equipment, and services. Utilizing purchasing cooperatives saves staff both administrative time and money.
 
Texas Air Systems offers stainless steel heat exchangers, which better withstand rust/corrosion issues, which helps to increase the lifespan of the unit. Texas Air Systems is also adding hinged doors to the unit for more efficient maintenance. Texas Air Systems has a history of working with the Town of Addison and comes with excellent references. Based on these additional factors, Texas Air Systems offers a better value and product.

The Police and Courts HVAC Replacement Project has a total project cost of $218,594, which consists of the purchase of the equipment (this agenda item for $121,909) and installation (a separate agenda item for $96,685). The project is under the budgeted amount of $293,753.
