Consider Action to Reject Proposals Received in Response to Bid #21-16 for Redding Trail Drainage and Amenity Improvements.

 

BACKGROUND:
In November 2021, staff issued a Request for Proposals (RFP) on BidSync, as Bid Number 22-16 for the Redding Trail Drainage and Amenity Improvements.  Bids were opened on December 9, 2021 and three general construction companies submitted proposals.  Selection criteria for proposal evaluation was included in the specifications and is listed below:
  • Contract Price - 50 Points
  • Previous Experience - 25 Points
  • Brief Overview of the Construction Schedule -  25 Points
  • Construction Time - 25 Points
Upon review of the proposals, staff determined that none of the three respondents provide the requested work experience and construction schedule overview.  Without this information the Town cannot identify the most qualified company to complete the work.  Staff is requesting that Council reject the bids that were submitted.  Staff intends to re-issue the RFP with a checklist for respondents to follow when submitting their proposal.  The specifications used in RFP 22-16 follow the same specifications that have been used for bids in the past without issue which is why a checklist was not included with the initial bid.  Moving forward, Parks staff will include a checklist on all future projects that are issued for bid.
RECOMMENDATION:
Administration recommends approval.
