AGENDA CAPTION:

Consider Action on a Resolution Approving a Professional Engineering and Design Services Agreement Between the Town of Addison and Icon Consulting Engineers, Inc. in Connection with Vitruvian Park Public Infrastructure Phase 9, Block 701 to Serve Vitruvian Townhomes and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $103,980.

BACKGROUND:

The purpose of this item is to request approval of a Professional Services Agreement with Icon Consulting Engineers for professional engineering services for the public infrastructure in Phase 9, Block 701 of the Vitruvian Development.

Phase 9, Block 701, is located at the northeast corner of Vitruvian Way and Bella Lane and is a part of the Vitruvian Park development. The Master Facilities Agreement between the Town and UDR provides for, among other things, the allocation and expenditure of the authorized funds that are to design and construct the public infrastructure improvements necessary to support the private development.

The scope of work for the project will include the installation of wastewater and water lines, electrical, lighting, miscellaneous conduits, paving, landscaping, and irrigation.

The project will be phased into two (2) parts to facilitate the on-site private construction activities. After demolition and mass grading operations have been completed by UDR, the public utility improvements will be constructed and completed by the Town. The streetscape and trail improvements will begin later after most of the on-site private building construction has taken place to minimize the impact to pedestrian ways around the perimeter of the Vitruvian Townhomes project during construction.

Icon Consulting Engineers, Inc. (Icon) was selected to perform the design work for the Vitruvian Park Public Infrastructure Phase 9, Block 701 Project because of their experience and familiarity with the project area. Icon has designed both the public and private portions of the improvements for all phases of the Vitruvian Development, making them uniquely qualified to perform these services due to their extensive knowledge of the entire development.

The design for this project is expected to be completed within five months. The construction is anticipated to be bid in early summer 2022. The Engineer’s Opinion of Project Cost for this project is $1,334,944.25. The work associated with this project is included in the overall Phase 9 project budget of approximately $2.63 million in the Vitruvian Bond Funds.

RECOMMENDATION:

Administration recommends approval.
