AGENDA CAPTION:

Consider Action on a Resolution Approving a Professional Engineering and Design Services Agreement Between the Town of Addison and Kleinfelder, Inc. for the Surveyor Pump Station Electrical Improvements and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $103,599.

BACKGROUND:

The purpose of this item is to request approval of a Professional Services Agreement with Kleinfelder, Inc. to provide the Town with professional engineering services for the Surveyor Pump Station Electrical Improvements Project. The electrical and the control system for the Surveyor Pump Station was installed in the 1980s and has reached the end of its service life. After approximately 40 years of service, most of the electrical components at the pump station are difficult to replace due to their age and parts for the current components are difficult to acquire.

The scope of this project includes upgrades to the pump station’s electrical critical infrastructure and the control system to bring it to the current standard and to improve system reliability and safety. This will include instrumentation and controls upgrades, installation of new wiring and associated conduit, replacement, and testing of electrical distribution components and controls for the existing motor control center serving all three pumps at the Surveyor Road Pump Station. The comprehensive breakdown of Kleinfelder’s services can be found in Exhibit A of the agreement.

Kleinfelder, Inc. is uniquely qualified to perform the design work because of prior experience and familiarity with the Town's Public Utility Infrastructure System. The work associated with this project is included in the overall project budget of $980,000 in the Fiscal Year 2022 Utility Capital Improvement Funds. The design for this project is expected to take approximately 7 months to complete. The construction is anticipated to be bid in early fall of 2022.

RECOMMENDATION:

Administration recommends approval.
