AGENDA CAPTION:

Consider Action on a Resolution Approving a Reimbursement Grant Funding Agreement Between the Town of Addison and Metrocrest Services for Metrocrest Services' Building Our Future Capital Campaign and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $120,000.

BACKGROUND:

For over 50 years, Metrocrest Services (Metrocrest) has provided a variety of programs for Addison residents such as a food pantry, job skills training, senior programs, and rent assistance.

In a letter dated July 15, 2021, Metrocrest Services made a request of the Town to support their Building Our Future capital campaign (Campaign) in the amount of $120,000. The Campaign seeks funding for the construction of Metrocrest's new Community Support Facility ($15.8M project) which is slated to open in the spring of 2023. The letter was discussed by Council during the August 24, 2021 and December 14, 2021 Council meetings.

At Council's direction, staff drafted a Reimbursement Grant Funding Agreement between the Town and Metrocrest. Key provisions of the agreement are:

The Town will provide a Community Facility Support Grant subject to the continued satisfaction of all the terms and conditions of the agreement by Metrocrest.
The Community Facility Support Grant is to be paid in two (2) installments.
- The first installment of the Grant ($60,000) shall be paid by the Town to Metrocrest within thirty days after receipt of a Payment Request following the Commencement of Construction.
- The second installment of the Grant ($60,000) shall be paid by the Town to Metrocrest within thirty days after receipt of a Payment Request that includes certification by Metrocrest that construction of the Community Support Facility is fifty percent complete.
Failure to submit the Payment Request for the second installment by the Expiration Date shall operate as a forfeiture of the payment of the second installment under this Agreement.
Metrocrest agrees that the Community Support Facility will be designed, developed, and constructed for the purpose of providing the Town’s residents enhanced access to local social services including, but not limited to:
- Expanded case management services, space, and staff;
- Center for employment and continued education;
- Expanded food pantry and warehouse;
- Mobile pantry truck program capabilities;
- Volunteer center with training kitchen;
- Teaching garden with nutritional program; and
- Shared space to offer complementary services.

The agreement is attached to this agenda item for Council consideration.

RECOMMENDATION:

Administration recommends approval.
