AGENDA CAPTION:
Consider Action on a Resolution Approving a Professional Engineering Services Agreement Between the Town of Addison and Kimley-Horn and Associates for Design Support During Construction in Connection with Certain Traffic Signal and Intersection Improvements and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $95,000.
BACKGROUND:
The purpose of this item is to seek approval of an agreement for an expanded scope of services with Kimley-Horn Associates Inc. to provide the Town with design support during the construction phase of the Traffic Signal and American with Disabilities Act (ADA) Improvements Project for the intersections at Belt Line Road and Addison Road, Belt Line Road and Beltway Drive, and Addison Road and Sojourn Drive.

On December 19, 2019, the City Council authorized a Professional Services Agreement (PSA) with Kimley-Horn and Associates for the design of traffic signal replacement as well as related improvements to comply with ADA accessibility standards at the intersections of Belt Line Road & Addison Road, Belt Line Road & Beltway Drive and Addison Road & Sojourn Drive.   This agreement only provided design services and limited bidding assistance. This new agreement will include design support during construction as well as provide subsurface utility engineering (SUE) to help locate all existing underground utility conflicts. The comprehensive breakdown of their services can be found in Exhibit A of the agreement.
 
The signals at these intersections were installed in 1981 and are nearing the end of their life cycle. Both intersections are in the high-risk category from the 2018 Asset Management Plan. The Town’s Americans with Disabilities Act (ADA) Transition Plan also identified several accessibility deficiencies at these intersections.
 
In 2017, Kimley-Horn and Associates Inc. was selected through a Request for Qualifications for general engineering and design services for the Town. Their prior experience with the Town's signal system and their work on the Town's ADA Transition Plan will be valuable in this design effort.
 
The work associated with this contract was included in the overall project budget of $1.5M in the 2022 Infrastructure Investment Fund.  The construction is anticipated to be bid in early Spring 2022.  
RECOMMENDATION:
Administration recommends approval.
