AGENDA CAPTION:
Consider Action on a Resolution Approving a Project Specific Agreement Pursuant to the Master Agreement Governing the Major Capital Improvement Program (MCIP) Adopted Between the Town of Addison and Dallas County for Transportation Improvements; Providing for the Approval of MCIP Project 20303 Including Capital Improvements to Keller Springs Road from East of Addison Road to West of the Dallas North Tollway Service Road and Authorizing the City Manager to Execute the Agreement for the Receipt of Funding in an Amount Not to Exceed $4,000,000.  
BACKGROUND:
This item would authorize the City Manager to execute a Project Specific Agreement (PSA) with Dallas County to use an amount not to exceed $4,000,000 of Dallas County funds for eligible improvements to Keller Springs Road.

In January of 2021, Addison City Council approved entering a master agreement for the Major Capital Improvement Program (MCIP) with Dallas County. The MCIP allows the Town to enter into subsequent Project Specific Agreements with Dallas County. Dallas County approved the master agreement by Commissioners Court Order 2021-0494 on May 18, 2021.

The PSA scope for Keller Springs Road consists of .48 miles of a four-lane asphalt road replacement to a concrete roadway; widened sidewalks; addition of median; improved traffic signalization; improved street lighting; utility replacement; storm drainage improvements; and the addition of the Town's Master Transportation Plan elements.

Under the terms of the PSA, Dallas County will provide funding in an amount not to exceed $4,000,000 to be used for eligible construction costs. The amount committed by the County is reduced by $100,000 to cover the County's in-house project delivery costs that include, but are not limited to, design costs, preliminary scoping and research, preliminary design services, design review, special services, site inspection, meetings, and preliminary utility coordination. The total amount of eligible funds the Town anticipates receiving after Dallas County's in-house delivery costs is $3,900,000.
RECOMMENDATION:
Administration recommends approval.
