AGENDA CAPTION:
Consider Action on a Resolution Approving a Contract Agreement Between the Town of Addison and Dake Construction for the Chloramine Booster Station Improvements Project at the Surveyor Pump Station and Authorizing the City Manager to Execute a Contract in an Amount Not to Exceed $1,078,000.

 

BACKGROUND:
The purpose of this item is to award a construction contract to Dake Construction for the Surveyor Chloramine Booster Station Improvements Project. The scope of work for the project includes installing a disinfection injection system, dosing facilities, and other equipment at the Surveyor Pump Station.

The Town purchases potable water from Dallas Water Utilities. Dallas Water Utilities provides disinfected water with chlorine residuals at two entry points in the Town, Celestial Ground Storage Tank and Surveyor Ground Storage Tank.

In 2016, Bury Engineering completed a Water Master Plan for the Town that made recommendations for Capital Improvement Projects (CIP), replacing and improving water lines and other water quality improvements. One of these water quality improvement recommendations was the installation of a chloramine booster station at the Surveyor Pump Station.

This proposed Chloramine Booster Station would allow the Town to have continuous water service if Dallas Water Utilities could not maintain the minimum chloramine levels necessary for safe drinking water.

On December 11, 2018, Addison City Council approved a Professional Services agreement with Garver, LLC. to design the Chloramine Booster Station improvements, and Garver completed the design in August of 2021. The project was then posted to CIVCAST for bid on September 7, 2021, and bids were closed on September 28, 2021. The bid comparison can be found in the attached bid tabulation document. A breakdown of the bids follows:

The additive alternate to the bids is for a porous paver driveway that will provide all-weather service for heavy truck deliveries while maintaining the aesthetics and permeability of the adjacent grassy areas.

Dake Construction has been determined to be the lowest responsible bidder. Garver has checked Dake's references and recommends that they be awarded the contract. Dake has never conducted a project with the Town but has performed similar successful projects with many other municipalities.

Funding for this project is budgeted from the 2018 Utility Bond Funds in the amount of $1,012,000. Staff is recommending approval of the construction contract to include the additive alternate for a total amount of $1,078,000. The additional needed funding of $66,000 will come from the same 2018 Bond Funds.

If approved, the construction is anticipated to commence by the end of November 2021. Town staff will coordinate with the contractor to determine equipment and material availability to determine the construction notice to proceed date. The notice to proceed is currently anticipated to be in January of 2022. The project construction is expected to take five months to complete.
RECOMMENDATION:
Administration recommends approval.
