AGENDA CAPTION:
Present and Discuss the Draft Unified Development Code Development Standards Addressing Parking and Loading, Site and Building Design, and Exterior Lighting.

 

BACKGROUND:
At the June 17, 2021 Joint City Council and Planning and Zoning Commission meeting, the Town reinitiated the Unified Development Code (UDC) project, continuing strategic efforts to review and modernize the Town’s development regulations.

The UDC drafting and review process is comprised of four code drafting phases, a testing phase, and public review and adoption of the consolidated UDC document. The four code drafting phases include:
 
  • Phase I: Zoning Districts and Uses
  • Phase II: Development and Design Standards
  • Phase III: Administration and Procedures
  • Phase IV: Signs and Communication Facilities
The Town is currently reviewing the Development Standards phase of the project. At the June 17th meeting, Council and Commission members provided feedback on the first of three parts of this phase, addressing flood prevention, grading and drainage, and access and circulation. For the July 22nd meeting, Town staff and the project consultant, Clarion Associates, will present the second part of the Development Standards phase, which will consist of parking & loading, site and building design, and exterior lighting standards.

The third and final part of the Development Standards phase is planned to be presented on August 25th (UDC Advisory Committee Meeting and Community Open House) and 26th (Joint City Council/Planning and Zoning Commission Meeting) and will address landscaping standards, buffering & fence standards, park dedication requirements and park development fees, and subdivision regulations. This part of the Development Standards phase will include a community open house to solicit additional feedback on key regulatory considerations associated with the Development Standards phase.

Remaining phases and review of the complete UDC document are planned in accordance with the following schedule:

To support review efforts for the remainder of this project, staff will also introduce a web-based comment platform for use by the Council and Commission, the UDC project advisory committee, Town staff, and other interested stakeholders.
RECOMMENDATION:
Staff requests direction from the City Council and Planning and Zoning Commission.
