AGENDA CAPTION:
Present, Discuss, and Consider Action on a Resolution Approving an Agreement Between the Town of Addison and Northridge Construction Group, LLC for the Addison Athletic Club Renovations Project and Authorizing the City Manager to Execute the Agreement and Related Project Documents in an Amount Not to Exceed $4,035,083 and Providing for a Total Project Budget in an Amount Not to Exceed $5,077,631.
BACKGROUND:
As part of the 2019 Bond Election, Addison Voters approved funds in Proposition C (Parks, Open Space, and Recreation Facilities) and Proposition D (Buildings: Existing Municipal Buildings) to be applied towards the renovation of the Addison Athletic Club (AAC).

The following improvements were included as part of the AAC renovation project for which Addison voters approved funding as part of the 2019 bond program:
 
  • Gymnasium and Track Improvements
  • Locker Room Upgrades;
  • Indoor and Outdoor Pool Modernization
  • Roof replacement
  • Replacement of the Remaining HVAC Systems
 
In June 2020, Council approved an agreement in the amount of $495,000 with LPA Architects to prepare construction documents to receive bids from contractors for the renovation of the Addison Athletic Club(AAC).

Additionally, as part of the fiscal year 2020 operating budget, funds were initially approved to cash fund core building improvements at the AAC. The core building improvements were largely focused on updating building interior finishes and furnishings. However, these funds were not expended due to uncertainty related to the economic impact of the COVID-19 pandemic on Town revenues. In discussions with the City Council, Staff recommended that these improvements be incorporated into the development of the AAC project renovation plans. Those improvements include:
 
  • Paint interior walls(excluding the gymnasium and locker room)
  • Replace flooring(excluding wood, fitness, and locker room floors)
  • Reconfigure the front desk to improve function
  • Remove desk in the fitness area to increase useable space
  • Consolidate and update signage
  • Replace outdated furniture
  • Partially replace lighting
  • Secure the administrative office
 
Also, as the architect began to develop construction drawings they identified additional elements of the facility that were in need of repair or updating.  Staff directed LPA to include those elements as alternate bid items in the construction plans. The alternate items are mostly related to the ceiling inside the building and replacing items to match updated materials being used. The alternates are described in more detail in the bid breakdown.
 
Voters approved a total of $5,077,631 for the AAC Renovation Project Budget. Staff utilized bid information and other project costs to establish a breakdown of the project budget:

The renovation project was issued for bid on BidSync July 27, 2021 as Bid Number 21-125.  Bids were opened on August 19, 2021. Four companies submitted bids.  A committee reviewed the bids and identified Northridge Construction Group, LLC as the most qualified bidder.  A breakdown of the bids received is listed below:

References for Northridge Construction Group were favorable and the representative projects they provided were similar in size and scope to the AAC Renovation Project. 

Staff Recommends awarding a contract to Northridge Construction Group for the Base Bid Items in an Amount Not to Exceed $4,035,085 and establishing a total project budget of $5,077,631 as detailed in the table above.  Staff also recommends that any unutilized project contingency funds be applied toward the alternate bid items. 
RECOMMENDATION:
Administration recommends approval.
