AGENDA CAPTION:
Consider Action on a Resolution Approving a Master Services and Purchasing Agreement Between the Town of Addison and AXON Enterprise, Inc. for the Devices, Cloud Services, and Professional Services for In-Car Cameras, Interview Room Cameras, and Body Cameras for the Addison Police Department, and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $538,453.10.
BACKGROUND:
The Addison Police Department (APD) utilizes a variety of camera systems to protect the public and APD personnel.  Staff has determined the need to replace and upgrade the current police interview room, in-car video, and bodycam systems.  The existing in-car video camera system and bodycams were purchased and installed in 2016.  
 
Due to needed functionalities, a unique operating environment, and limited real estate to operate these systems, staff decided not to release a Request for Proposal (RFP) to purchase these replacement systems.  Instead, staff evaluated systems from Axon Enterprise, Inc., WatchGuard Technologies, and Coban Technologies, Inc.  These systems were installed inside selected police cruisers and were tested by a committee comprised of Information Technology (IT) and APD staff for more than 3 months.
 
The main objectives for this committee were to select a solution that offers:
  1. Ease of use and environmentally friendly devices, which were the main concerns for APD staff.
  2. Flexibility, compatibility, modularity, reliability, adaptability, and scalability, which were the primary concerns for IT staff.
Staff determined that Axon Systems offers the highest quality and the most unique features/functionality when compared with the other vendors’ solutions evaluated.  These include:
  1. Longer battery life
  2. Integration with the existing Taser system
  3. Live streaming from the Bodycams and In-Car Video Systems
  4. Video/data migration
  5. Integration with Dallas County DA’s Office
  6. Integration with the Mark43 Police Record Management System
The Town is able to purchase these products and services through Texas Department of Information Resources Contract TSO-3561.  The following table displays the payment schedule for seventy (70) bodycams and accessories, one (1) interview room system, and thirty-eight (38) in-car video cameras.  This item is budgeted in the Information Technology Equipment Replacement Fund.  The project is within the budgeted amount of $550,000.
