AGENDA CAPTION:
Consider Action on a Resolution Approving an Agreement Between the Town of Addison and Dannenbaum Engineering Company-Dallas, LLC. for Professional Engineering Services Related to the Lake Forest Drive Waterline Upgrades and Wastewater Improvements Project, and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $169,808.
BACKGROUND:
The Water Master Plan prepared for the Town of Addison by Bury in January 2016 identified needed water line improvements on Lake Forest Drive. The Town's staff investigated all other Town-owned utilities in the area and determined that the sanitary sewer line is also in need of replacement. 
 
Dannenbaum Engineering Company (DEC) was qualified through a Request for Qualifications process in 2017 to perform design, project management, and construction management-related services for the Town. DEC was selected to perform the design work for the Lake Forest Drive Water Line Upgrades and Wastewater Improvements Project due to their experience with previous Town utility projects and familiarity with the Town’s standards and specifications.
 
This project includes the design of the replacement of 1,300 feet of water line and 1,047 feet of gravity wastewater mains. Lake Forest Drive is a private road that is owned by the adjacent property owners.  This project will require the removal and subsequent replacement of a portion of the road.  The Town is prohibited from using tax dollars to repair or replace other portions of Lake Forest Drive beyond what is required for the replacement of the water and wastewater mains.  The Town will coordinate with the residents to determine if they would like to fund the replacement of the remaining asphalt pavement on Lake Forest Drive.
 
DEC will provide the following services under this agreement:
  1. Survey of the project area
  2. Geotechnical investigation and material testing
  3. Sub-surface utility locations
  4. Design of the utility improvements
  5. Bid phase services
  6. Design support during construction

The design for this project is anticipated to take six months to complete, and construction is expected to begin in mid-2022. The design and construction of this project are budgeted in the Utility Capital Improvement Program Fund. 
RECOMMENDATION:
Administration recommends approval.
