Present, Discuss, and Consider Action on a Resolution Creating the Sam's Club Special Area Study Advisory Committee and Appointing Members.  
BACKGROUND:
At the March 23, 2021 City Council meeting, staff conducted a work session with Council to receive direction on the status and proposed completion options for the Sam’s Club Special Area Study. That dialogue concluded with Council directing staff to engage consulting services and to issue a call for volunteers to serve on a project advisory committee, tasked with completing the study.

In accordance with the proposed scope of services prepared by the Town’s planning consultant, Strategic Community Solutions, the project advisory committee will meet three times over the course of the six-month project schedule, and will also participate in the two community input meetings that are programmed for the project. The role of the project advisory committee will be to inform and advise the planning process and to support outreach efforts to Addison residents, the business community, and other key stakeholder groups.

On April 2, 2021, the Town issued a call for advisory committee volunteers in the Town Newsletter and through the Town’s social media channels. The deadline to apply to serve on the project advisory committee is Friday, April 23rd.

Strategic Community Solutions advised that an ideal advisory committee should include representatives from the surrounding neighborhoods as well as property and business owners within and adjacent to the project study area.

The applications that were received have been made available to Council for consideration.  Additionally, staff has provided a roster of study area property owners in the event that more targeted recruitment is needed for that advisory committee to ensure sufficient participation in the process. Should the Council desire to take action, the attached resolution allows for Council to appoint members to the project advisory committee for the applications that have been received. 

For resident applicants, staff recommends that each council member appoints two applicants to the committee. For business property owners, staff requests direction from Council regarding the number of committee appointments and any consensus preferences for specific business property owner participants.
RECOMMENDATION:
Staff requests direction from Council.
