AGENDA CAPTION:

Present, Discuss, and Consider Action on a Resolution Approving a Professional Services Agreement Between the Town of Addison and Strategic Community Solutions LLC, for Consultant Services Related to Completion of the Sam's Club Special Area Study and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $132,891.

BACKGROUND:

At the March 23, 2021 City Council meeting, staff conducted a work session with the Council to receive direction on the status and proposed completion options for the Sam’s Club Special Area Study. That dialogue concluded with Council directing staff to engage consulting services and to issue a call for volunteers to serve on a project advisory committee, tasked with completing the study.

To best compliment the staff recommendation of evaluation and refinement of the existing study, staff recommended to Council that the Town engage available consultant team members from the 2015 Sam’s Club Special Area Study planning effort. Reflecting this direction, staff requests Council action on a Professional Services Agreement between the Town and Strategic Community Solution LLC, a Dallas-based urban planning and facilitation firm led by its managing principal, Karen Walz, who served as the project manager for the initial planning process.

With this proposed agreement, Strategic Community Solutions has worked with staff to develop a scope of services and project schedule that reflects current needs for the study area and a robust public engagement process that will be further supplemented by targeted engagement efforts by Town staff. The proposed scope of services includes the following tasks:

Stakeholder and Public Engagement.
Strategic Assessment, Site, and Market Analysis Update.
Development Concept Refinement and Public Review Process.
Final Plan Development and Public Review Process.

To support this project, Strategic Community Solutions has engaged Kimley-Horn and Associates, Inc., a full-service engineering and urban design firm, as a sub-consultant. Mark Bowers will serve as the Assistant Project Manager and will lead the development of the study area development concept. Mr. Bowers is also based in Dallas and has collaborated with Strategic Community Solutions on many similar projects over the last several decades. These shared experiences include the initial Sam’s Club Special Area Study, as well as the Addison Circle Special Area Study. Mr. Bowers’ team also completed the Town’s Master Transportation Plan. Collectively, Ms. Walz and Mr. Bowers bring over 70 years of urban planning and project facilitation experience to this project.

The project is anticipated to take six months to complete and has been scoped to remain within budgeted amounts. The agreement with Strategic Community Solutions is a lump sum contract not to exceed $132,891.

RECOMMENDATION:

Administration recommends approval.
