AGENDA CAPTION:
Consider Action on a Resolution Approving an Agreement Between the Town of Addison and McKinstry Essention, LLC for Professional Engineering Services Related to the Extension of Staff Services for Planning, Scoping and Scheduling, Design, Procurement and Project Management Within the Town and Authorizing the City Manager to Execute the Agreement in an Amount Not to Exceed $170,000. 
BACKGROUND:
On November 5, 2019 voters approved Proposition D which included $7,395,000 in general obligation bonds for improving and equipping Town facilities.  In the first phase of these improvements, the following projects are scheduled to be addressed:

Staff identified the need to obtain the professional services of an outside vendor skilled in engineering and project management to act as an extension of staff for completing these projects efficiently and effectively.  Through research and reference checks, staff identified McKinstry Essention, LLC (McKinstry). as a firm with extensive experience in managing projects similar in scope and magnitude and was highly recommended by the City of McKinney, the City of Grand Prairie, and Hill County, Texas.  All references indicated that their projects were completed on time and on budget. 

If approved, McKinstry will manage all aspects of the projects listed above from the planning stages through closeout under the supervision and direction of Town staff.  The services to be provided by McKinstry include:

1: Planning, Scoping, and Scheduling
  • Recommenced scope addition alterations
  • Energy savings calculations and payback analysis
  • Recommended phasing plan
  •  Implementation schedule
2: Procurement
  • Recommended procurement method
  • Complete RFP / RFQ bid packages
  • Recommendations on contractors
3: Project Management
  • Final schedule
  • Progress updates
  • Submittal logs
  • Request for Information log
  • Meeting Minutes
  • Project financial updates
  • Closeout documentation
The estimated completion time for projects listed above is 13 months.  The services provided by McKinstry will not exceed $170,000.  A total of $182,824 was budgeted for project management services for the Phase 1 projects.  A total of $636,817 was allocated in the Proposition D for project management services for all of the Proposition D projects.

The Scope of Work can be found on page 30 of 42 in the attached Resolution.  The section is titled: Section 3 Scope of Work and Fee Schedule.  
RECOMMENDATION:
Administration recommends approval.
